Call to Order Roll Call Terry Bornemann, Chair Roxanne Murphy Michael Lilliquist Council Standing Committee Meetings: Public Works/Public Safety 20746 1. Authorization to close out an existing Remedial Action Grant agreement and enter into a new grant agreement with the Washington State Department of Ecology for partial funding of the remediation of the R.G. Haley site Roxanne Murphy moved to recommend authorization to close out an existing Remedial Action Grant agreement and enter into a new grant agreement with the Washington State Department of Ecology for partial funding of the remediation of the R.G. Haley site. MOTION CARRIED 3-0. Roxanne Murphy moved to recommend approval of the budget ordinance. MOTION CARRIED 3-0. 20747 2. Update on Efforts to Minimize Inflow and Infiltration within City's Sanitary Sewer Collection System INFORMATION ONLY. Presented by Ted Carlson, Mike Brock, and Craig Mueller. 20748 3. Request for Variance to Allow Night Paving on Alabama Corridor Multimodal Safety Improvements Project Michael Lilliquist moved to recommend approval of request for noise variance to allow night paving. 1 MOTION CARRIED 3-0. 20749 4. Recommendation to Reject All Bids for Toward Net Zero Rainwater Harvesting Retrofit of the Public Works Operation Facility Roxanne Murphy moved to recommend rejection of all bids. MOTION CARRIED 3-0. 20750 5. Discussion of Proposed Department of Ecology Rule on Water Quality Michael Lilliquist moved to recommend that he and Brian Heinrich draft a comment letter to be presented to the City Council on the March 23, 2015, for Council consideration. MOTION CARRIED 3-0. 20751 6. Proposed Donation of Padden Lake Hills Stormwater Facility to the City of Bellingham Roxanne Murphy moved to recommend approval of an environmental site assessment for the property. MOTION CARRIED 3-0. 20752 7. Proposed Donation of 22nd Street Stormwater Facility to the City of Bellingham Roxanne Murphy moved to recommend approval of an environmental site assessment for the property. MOTION CARRIED 3-0. 20753 8. Proposed Donation of Property South of Birch Street to the City of Bellingham Roxanne Murphy moved to recommend approval of an environmental site assessment for the property. MOTION CARRIED 3-0.
