Transportation Commission Minutes January 09, 2024, 6:00 PM Call to Order Commission Chair Addie Candib called the meeting to order at 6:00 PM Roll Call Members Present: Addie Candib, Chair; Tim Wilder, Vice Chair; Cindy Dennis; Keith Moore; Jacki Quinn; Betty Sanchez; Katy Scherrer; and Addie Yake Staff Present: Michelle Cristelli; Elena Dixon; Riley Grant; Natalie Monro; Joel Pfundt, and Mike Wilson Approval of Minutes Approved unanimously with clarification sought per Keith Moore’s request. Public Comment No public comment. Agenda Items o Vote to Approve 2024 Chair and Vice-Chair Motion to re-elect Addie Candib to the Chair position. Motion passes unanimously. Motion to re-elect Tim Wilder to the Vice Chair position. Motion passes unanimously. o Bicycle Master Plan Update Community Engagement Summary Presentation on the updated community engagement summary was given. Natalie announced that they decided to extend the comment period to allow more community members to participate. During the public review and refinement stage of engagement, city staff want to target groups that express interest, support, or frustration. Groups that have the technical expertise to help specifically with the types of issues the Transportation department is focused on. Engagement will close on 1/19/2024. We plan to integrate comments into the plan and have a finalized plan to the TC for review in February with the goal of taking the final plan to City Council in April or May. Discussion: Joel stated that more measurable implementation steps will be included in the final plan along with using the TRAM (Transportation Report on Annual Mobility) that the city does to make sure that the City continues to track implementation and stays updated to reflect the new BMP and PMP. TC Member asked Joel to specify how the city decides on what type of bike facility to use on each given road. Joel explained that having large bicycle facilities (i.e. the separated bike path by the waterfront) would result in less mileage over the next 10 years due to the cost of the larger, protected bike lanes. Quantity versus quality of the new bicycle facility, along with location and traffic volume factor into the prioritization and facility type. The specific  design elements of a bicycle facility built on any given corridor will be determined during the design process. TC Member used the implementation of bike lanes on Eldrige Avenue as an example of a low-cost project, that had a positive safety outcome. They also had suggestions for including types of bike lanes in the next set of surveys and engagement that is conducted. TC Member expressed need for “measurable goals” to be goals that are visible to the people in town due to the denseness of the TRAM. A few suggestions given were: Mileage of protected lanes, mileage of residential streets with 20 mph speed limits, number of “Safe Route to Schools” projects that are happening currently and also upcoming projects. Natalie stated that the City is working to find a way to communicate with the community that is less technical. o Proposed 2024 Transportation Commission Work Plan Joel updated the TC members on the draft 2024 Work Plan. Discussion: TC Member were bike members included in the decision to put bike lanes on Holly Street? Joel the goal from now until May is to work with the downtown community to see if they think that bike lanes on Holly would be a good idea or not. With it being a pilot project, there is the ability to collect data prior to doing a full capital project. TC Member regarding the EV parking agenda item, we need a lot more and better bike parking, concern about using the ROW for EV parking instead of bike parking. Joel the EV parking is from previous years and bike parking is something that we will continue to look at. Riley the EV parking agenda item was looking more at allowing chargers in the ROW that are not publicly owned. TC Member from a planning perspective, they would like the work plan organized by month so that as we go through the year, we are able to look ahead month by month versus the whole year at one time.
