Transportation Commission Minutes City of Bellingham, Washington Tuesday 6:00 PM Pacific Street Operations Center (entrance off Carolina June 9, 2026 Street) and ZOOM Video Recorded https://meetings.cob.org - Call To Order The Transportation Commission meeting was called to order by the Chair at 6:00 PM. Roll Call Present: Jamin Agosti (Commission Member), Addie Candib (Commission Member), Cindy Dennis (Commission Member), Aaron Miller (Commission Member), Jacki Quinn (Commission Member), Tim Wilder (Commission Member), Jonathan Huegel (Commission Member), Andrea Reiter (Commission Member), Brad Johnson (Commissioner) Staff Present: Mike Wilson, Dylan Casper, Anya Gedrath, Tim Hohmann, Elena Dixon Staff Virtually Present: Riley Grant, Connor Harron Public Comment 3 minutes per person, 15 minutes max Miles Silverman (Cordata Neighborhood) spoke regarding bicycle connectivity improvements, emphasizing the importance of linking Holly Street bicycle improvements to downtown, the waterfront, Fairhaven, and Harris Avenue. He noted that more people would choose bicycling if safe connections existed between key destinations. Alex McClain (Happy Valley Neighborhood President) commented on the lack of critical infrastructure needed to reduce automobile dependence and support alternative transportation options within the neighborhood. Agenda Items Public Meeting . Consider Approval Of 5/12/2026 Meeting Minutes. p. 2 Motion to approve 5/12/2026 minutes by Brad Johnson. Seconded by Aaron Miller. Motion passed unanimously. . Permanent Automobile and Bicycle Parking Regulations p. 6 Tim Hohmann started the discussion. Anya Gedrath, city staff, presented permanent parking regulations. City staff responded to commissioner questions. . Transportation Report on Annual Mobility (TRAM) p. 8 Dylan Casper, city staff, presented a draft of the TRAM. City staff responded to commissioner questions and feedback. . Staff Report p. 40 Mike Wilson - Provided a mid-year update on the 2026 annual work plan. - Reviewed open public meetings act and records management act training requirements. - Shared City Council updates: - Speed limit ordinance passed on May 18th - Bid opening for the multimodal project then to go in front council July 13th - Highlight ongoing projects: - James Street phases 3 and 4 construction is underway. - Funding update on the Pine Street project. Tim Hohmann - Provided an update on the downtown connections plan. - Discussed automated traffic safety cameras (school zone safety cameras). Chair Report Tim Wilder, Chair - Reported that Sunday marks the implementation of Whatcom Transportation Authority (WTA) service changes, including route adjustments around Western Washington University and three additional major routes. - Shared that 15 vehicles currently accept open payments, allowing riders to pay using a credit card. - Possible occupant of the public marketplace; announcement coming soon. Announcements - Cindy Dennis share information regarding a proposal by Bellingham School District to close Columbia Elementary School and Carl Cozier Elementary due to declining enrollment and budget challenges.
