Water Resources Advisory Board Minutes City of Bellingham, Washington Tuesday 6:00 PM June 18, 2024 Pacific Street Operations & Zoom Video Recorded https://meetings.cob.org -Call To Order The Water Resources Advisory Board meeting was called to order by David Roberts at 6:00 PM. Roll Call Present: Bret Beaupain (Board Member), Benjamin Cairns (Board Member), Rick Eggerth (Board Member), Martin Kjelstad (Board Member), Kirsten McDade (Board Member), Fiona McNair (Board Member), John Peppel (Board Member), Laura Weiss (Board Member) Excused: Francesca White (Board Member) Staff Members Present: Mike Olinger, Riley Grant, Elena Dixon, Michelle Cristelli, Eric Johnston Additional: David Roberts and Kat Klass from Peak Sustainability Group Approval of Minutes Minutes for 5/21/2024 are approved with two abstentions (Rick Eggerth & John Peppel). Vote: CARRIED 7-0. Agenda Items . Review Agenda Request to add "Old and New Business" to the agenda for future meetings. . Finalize By Laws By Laws are approved. . Elections Bret Beaupain is Chair and John Peppel is Vice Chair until their current terms end (January 2025). . Future Meetings and Schedules Meetings will be on the 4th Tuesday of the month with no meetings in August or December. . Overview of Utility Rates Eric Johnston introduced Water Utility Rate Design Methodologies Options and Considerations. Discuss Agenda Topics for Next Meeting Lake Whatcom Management 5-year Work Plan. Old and New Business: Laura Weiss shared document: Appendix 2 (Total Maximum Daily Load [TMDL] Requirements, Western Washington Phase II Municipal Stormwater Permit).
