Presentation of Belton Economic Development Corporation Annual Report and Budget for FY 2017. 8. Receive presentations on annual goals and priorities from the following departments: A. Police B. Fire C. Planning and Inspections D. Public Information Officer 9. Presentation of Tax Increment Reinvestment Zone (TIRZ) Fund Budget for FY 2017. 10. Receive a presentation and discuss the Ad Valorem Tax Rate, Debt Service Fund and proposed General Fund budget for Fiscal Year 2017. 11. Conduct vote by the City Council to place a proposal to adopt a tax rate for Fiscal Year 2017 on the Tuesday, September 27, 2016, agenda. 12. Call for two public hearings on a proposed tax rate for Fiscal Year 2017 to be held on Tuesday, August 23, 2016 and Tuesday, September 13, 2016, at 5:30 p.m. at the Harris Community Center, 401 N.
