Belton City Council Meeting
February 11, 2020 - 5:30 P.M.
The Belton City Council met in regu lar session in the Wright Room at the Harris
Community Center with the following members present: Mayor Marion Grayson, Mayor
Pro Tern Wayne Carpenter (via videoconference) and Councilmembers David K. Leigh ,
John R. Holmes, Sr., Craig Pearson and Guy O'Banion . Councilmember Dan Kirkley
was absent. Staff present included Sam Listi, Gene Ellis, John Messer, Amy Casey,
Mike Rodgers, Cheryl Maxwell, Matt Bates, Wes Gilbreath, Paul Romer, Chris Brown ,
Judy Garrett, Angellia Points, Cynthia Hernandez, Bob van Til , Kim Kroll, Michelle
Fogle, Candice Griffin and Debbie Smith.
The Pledge of Allegiance to the U.S. Flag was led by Councilmember Craig Pearson
and the Pledge of Allegiance to the Texas Flag was led by Director of Planning Cheryl
Maxwell. The Invocation was given by Bill Carrell , Director of Church Relations at the
University of Mary Hardin-Baylor.
1. Call to order. Mayor Grayson called the meeting to order at 5:32 p.m.
2. Public Comments. (Audio 2:17)
Randy Pittenger, President of the Belton Area of Chamber of Commerce, recognized
Matt Bates as the Chamber's 2020 Citizen of the Year.
3. Recognition of Michelle Fogle for receiving her Texas Registered Municipal
Clerk certification. (Audio 6:22)
4. Presentation of the Police Department's Annual Report including the Annual
Racial Profiling Report. (Audio 8:50)
Consent Agenda (Audio 22:48)
Items 5-10 under this section are considered to be routine by the City Council and may
be enacted by one motion . If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting , at the request of any
Councilmember, and it will be considered separately.
5. Consider minutes of January 28, 2020, City Council Meeting.
6. Consider a resolution ordering the General Election to be held on May 2, 2020.
7. Receive a report on the annual review of the City's Ethics Ordinance, No. 2018-
03, by the Ethics Commission.
8. Consider approval of a revised employment agreement for the City Manager.
9. Consider resolutions authorizing the submittal of grant applications for the
Police Department as follows:

A. Justice Assistance Grant for the purchase of ballistic shields;
B. Homeland Security Grant for the purchase of ballistic shields;
C. Justice Assistance Grant for the purchase of a tactical robot; and
D. Victims of Crime Act (VOCA) Grant for an Investigative Assistant to assist
victims of crime.
10. Authorize the City Manager to enter into an agreement with the Texas
Department of Public Safety for the Failure to Appear Program.
Upon a motion for approval by Councilmember Leigh , and a second by Councilmember
Pearson , the Consent Agenda, including the following captioned resolutions, was
unanimously approved by a vote of 6-0.

VICTIMS ASSISTANCE GRANT PROGRAM, AND DESIGNATING AN AUTHORIZED
OFFICIAL.
Miscellaneous
11. Consider an application from Killeen Express Shuttle for an Operating
Authority Permit to operate a shuttle service between Belton and Austin-
Bergstrom International Airport. (Audio 24:30)
Upon a motion by Councilmember Holmes, and a second by Councilmember
O'Banion, Killeen Express Shuttle was granted an Operating Authority Permit upon a
vote of 6-0.
12. Hold a public hearing and consider an ordinance amending the City's Tax
Abatement Guidelines and Criteria. (Audio 28:33)
Public Hearing: Cynthia Hernandez, Executive Director of the Belton Economic
Development Corporation , spoke in favor of the policy amendments.
No one else spoke for or against the amendments.
Councilmember Leigh made a motion for approval with a revision to allow ongoing or
future abatements of a property to be considered if the property transfers ownership
after construction has commenced . The motion was seconded by Councilmember
Pearson . Item #12, including the following captioned ordinance, was unanimously
approved upon a vote of 6-0.
Executive Session (Audio 49:09)
At 6:19 p.m ., the Mayor announced the Council would go into Executive Session for the
following item:
13. Executive Session pursuant to the prov1s1on of the Open Meetings Law,
Chapter 551, Govt. Code, Vernon's Texas Codes Annotated, in accordance
with the authority contained in Section 551.072, Deliberations about Real
Property.
The Mayor reopened the meeting at 6:37 p.m., and there being no further business, the
meeting was adjourned .

via video conference from Kennesaw, Georgia.
Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Craig Pearson.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of
Planning Cheryl Maxwell.

Invocation. The Invocation will be given by Bill Carrell, Director of Church Relations at
the University of Mary Hardin-Baylor.

Citizens who desire to address the Council on any matter may register to
do so prior to this meeting and speak during this item. Forms are located
on the table outside of the south side entry to the meeting room. Please
state your name and address for the record, and limit your comments to
three minutes. Also, please understand that while the Council appreciates
hearing your comments, State law (Texas Gov’t Code §551.042) prohibits
them from: (1) engaging in discussion other than providing a statement of
specific factual information or reciting existing City policy, and (2) taking
action other than directing Staff to place the matter on a future agenda.
