Belton City Council Meeting January 12,2021- 5:30 p.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Carpenter, Mayor pro Tem Dan Kirkley ano Councilmembers D-avid K. Leigh, Guyf/ayo1lvayne O'Banion, ..lotrn R. Holmes, Sr., Craig pearson and Daniel Bucher. Staff present included Sam Listi, Gene Ellis, John Messer, Amy Casey, Jon Fontenot, Paul Romer, Chris Brown, Mike Rodgers, Angellia Points, Bob van Tii, Matt bates, Tina Moore and Cynthia Hernandez. The Pledge of Allegiance to the U S. Flag and to the Texas Flag was led by City Manager sam Listi. The lnvocation was given by councilmember craig pea-rson. 1. call to order. Mayor carpenter cailed the meeting to order at 5:3g p.m. 2. Public Comments. (Audio 1;19) There were none. 3. RecgivQ Child Safetv Fee funds in the amount of $21.930.1g from Bell Countv. (Audio 1:32) Bell County Tax Assessor-Collector, Shay Luedecke, presented the City with a check for $21 ,930.18 which will be given to Belton ISO tor their irossing Guard program. Consent Aqenda (Audio 4:50) Items 4-10 under this section are considered to be routine by the City Council and may be enacted by one motion. lf discussion is desired by the Council, ,ny it", may be removed from the Consent Agenda prior to voting, at the request of any Countilmember, and it will be considered separately. 4. Upon a motion for approval by Councilmember Holmes, and a second by Councllmember O'Banion, the Consent Agenda, including the following captioned resolutions, was unanimously approved upon a vote of 7-0. RESOLUTION NO. 2021 -02-R A RESOLUTION ATTESTING TO CITY COUNCIL REVIEW AND RE-ADOPTION OF THE DEBT POLICY OF THE CITY OF BELTON, TEXAS. RESOLUTION NO. 2021.03-R A RESOLUTION ATTESTING TO CITY COUNCIL REVIEW OF THE INVESTMENT POLICY OF THE CITY OF BELTON, TEXAS. Reqular Aqenda l l.Gonsider a fina! plat of Southwood Hills Phase lll comprisinq 15.743 acres. located on the west side of Connell Street. south of Laila Lane and north of Huev Drive. (Audio 6:53) Councilmember Holmes made a motion for approval of the final plat of Southwood Hills Phase lll, subject to Staff comment letter dated December 28, 2020. The motion was seconded by Councilmember Leigh, and was unanimously approved upon a vote of 7-0. l2.Consider adoption of resolutions supportinq Texas Housinq Developers (THD) LLC's tax credit application to the Texas Department of Housing and Communitv Belton City Council Meeting January 12,2021 - Page 3 Affairs (TDHCA) for two apartment rehabilitation proiects for low and moderate income persons. including: (Audio 11:42) A. Countrv Square Apartments at 724 E. Avenue N: and B. Montrose/Turtle Creek Apartments at 2200 N. Montrose Place. Upon a motion for approval by Councilmember Pearson, and a second by Councilmember Leigh, ltem #12, including the following captioned resolutions, was unanimously approved upon a vote of 7-0. RESOLUTION NO. 2021.04.R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELTON, TEXAS, SUPPORTING TEXAS HOUSING DEVELOPERS LLC'S TAX CREDIT APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR APARTMENT REHABILITATION FOR LOW AND MODERATE INCOME PERSONS; AND PROVIDING AN OPEN MEETINGS CLAUSE. RESOLUTION NO. 2021.05.R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELTON, TEXAS, SUPPORTING TEXAS HOUSING DEVELOPERS LLC'S TAX CREDIT APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR APARTMENT REHABILITATION FOR LOW AND MODERATE INCOME PERSONS; AND PROVIDING AN OPEN MEETINGS CLAUSE. 13. Gonsider authorizinq the Citv Manaqer to execute a contract for the Loop 121 Utilitv Relocations proiect, and anv change orders associated with the contract. not to exceed the amount authorized under State law. The Pledge of Allegiance to the U.S. Flag will be led by Councilmember David K. Leigh. Texas Pledge. Receive Child Safety Fee funds in the amount of $21,930.18 from Bell County. Consider authorizing an agreement with FleetCor Technologies Operating Company, LLC, through the National Intergovernmental Purchasing Alliance purchasing cooperative, for the purchase of fuel for City vehicles and equipment. 7. Conduct an annual review of the City of Belton’s Fund Balance Policy and consider the adoption of a resolution attesting to the review and readoption thereof. 8. Conduct an annual review of the City of Belton’s Debt Policy and consider the adoption of a resolution attesting to the review and readoption thereof. 9. Conduct an annual review of City of Belton’s Investment Policy and consider the adoption of a resolution attesting to the review and readoption thereof. 10.
