The Pledge of Allegiance to the U.S. Flag will be led by Councilmember John R. Holmes, Sr. Texas Pledge. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Proclamation: Theatre in Our Schools Month – March 2023 Consent Agenda Items 4-10 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. 4. Consider the minutes of previous meetings: City Council Meeting Agenda March 14, 2023 Page 1 of 2  A. February 28, 2023, City Council Workshop Meeting; and B. February 28, 2023, City Council meeting. 5. Consider appointment of Dan Kirkley as the City’s alternate to the Bell County Public Health District Board of Directors. 6. Consider authorizing the City Manager to execute a Settlement Agreement and Mutual Release with Spectrum Gulf Coast, LLC settling a dispute over franchise fees and PEG fees. 7. Consider authorizing the City Manager to enter into an agreement with Hunden Strategic Partners for an update to the Hotel Feasibility Study. 8. H-23-02 Consider a Façade Improvement Grant (FIG) application for exterior renovations at 203 N. East Street, located in the Downtown Belton Commercial Historic District, located on the east side of N. East Street and north of E. 1st Avenue. 9. H-23-03 Consider a Façade Improvement Grant (FIG) application for exterior renovation at 201 N. East Street, located in the Downtown Belton Commercial Historic District, on the northeast corner of N. East Street and E. 1st Avenue. 10. H-23-04 Consider a Façade Improvement Grant (FIG) for an exterior restroom to be constructed at 211 E. Central Avenue in the Downtown Belton Commercial Historic District, on the south side of E. Central Avenue, west of N. Penelope Street and east of N. East Street. Miscellaneous 11. Consider authorizing the City Manager to enter into an Agreement with the First United Methodist Church (FUMC) of Belton for use of its parking lot. 12. Consider approving a Memorandum of Understanding between the City of Belton, the Public Property Finance Corporation, and the Central Texas Council of Governments relating to the Loan Agreement that was executed in 2005. 13. Consider authorizing the BEDC Executive Director to execute a contract for the purchase of approximately 51.341 acres located at 849 Elm Grove Spur. 14. Consider an ordinance regulating short-term rentals in the City of Belton. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
