Councilmember Craig Pearson will participate remotely
via videoconference from Panama City Beach, Florida.
Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Stephanie O’Banion.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of
Library Services Kim Kroll.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Mayor David K. Leigh.

2. Public Comments.
Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
Consent Agenda
Items 3-7 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any
Councilmember, and it will be considered separately.

3. Consider minutes of July 9, 2024, City Council Meeting.
4. Consider authorizing the City Manager to enter into a professional services
agreement with Langford Community Management Services to administer the City’s
HOME Program Grant and other grant opportunities.
5. Consider a resolution granting the City Manager, Director of Finance, Assistant
Director of Finance, and a designated deputy the authority to conduct financial
transactions on behalf of the City of Belton.
6. Consider authorizing the City Manager to execute an interlocal agreement with
TMLIRP for Cyber Liability and Data Breach Response for the purpose of providing
insurance coverage for cybercriminal activity.
7. Consider authorizing the purchase of playground equipment for the Standpipe Park
through the BuyBoard Cooperative Purchasing Program from Cunningham
Recreation.
Planning and Zoning
8. Z-24-13 – Hold a public hearing and consider a zoning change from Agricultural
District to Retail District on approximately 0.548 acres located at 2502 FM 439 (Lake
Road).
9. Z-24-14 – Hold a public hearing and consider a zoning change from Single Family-2
District to Multiple Family District on approximately 0.578 acres located at 705
Holland Road, east of Interstate 35 and west of East Loop 121.
10. Z-24-15 – Hold a public hearing and consider a zoning change from Single Family-2
to Single Family-3 on approximately 0.286 acres located at 412 E. Avenue H.
11. Z-24-16 – Hold a public hearing and consider a zoning change from Commercial-2
District to Planned Development Commercial-2 District on approximately 0.232
acres located at 800 N. Birdwell Street, located at the northeast intersection of E. 6th
Avenue and N. Birdwell Street.
12. Hold a public hearing and consider amendments to the Belton Zoning Ordinance,
Section 38, Sign Regulations, related to Murals.
Miscellaneous
13. Consider authorizing the BEDC Executive Director to execute a real estate contract
and related documents for the acquisition and purchase of 0.49 acres from Joe C.
and Cecil E. Smith.

Work Session
14. Receive a presentation and conduct a work session on the utility rate study.
