Anne-Marie Walker, Jean Bordon and Nicholas Markman
COMMITTEE ABSENT: None

CALL TO ORDER OF REGULAR MEETING
The meeting was called to order at 4:03 PM.
ROLL CALL
Public Works Director Antony Boyd took roll call.
OPEN FORUM
Chair Watson called for open forum speakers, there were no speakers.
SCHEDULED ITEMS
1. Approve Minutes of October 20, 2022, Regular Meeting
MOTION: Committee Member Walker made a motion to approve the October 20, 2022, Regular
Meeting minutes, Committee Member Bordon seconded, Public Works Director Boyd took roll
call.

2. Comments from the Chair, Jena Watson.
Chair Watson opened with an introduction of new Committee Member Nicolas Markman. She
reported that the playground renovation is now complete. She asked Director Boyd to give an update
on the bench. Director Boyd referred to Associate Engineer Barry to report. He reported the bench
has been ordered and should arrive and be installed around the end of March. He presented the location
where the bench would be placed and the reasoning behind the placement. Resident Bryan Kemnitzer
spoke about the donor plaque and his research on options. There were various comments from
Committee members
3. Report from Public Works Director, Antony Boyd
Director Boyd welcomed attendees to the first meeting of 2023 and reminded all to keep their
microphones on mute unless speaking. He then reported that Public Works crews have aerated and
overseeded in parks and the Community Park playground inspection was done and passed. There were
extra chips installed. Tree work has been done in the form of four Monterey pines removed on Golden
Gate and Lagoon Roads. Tree work was done at Centennial Park and soil testing was performed
around the historic pear tree in Community Park. Soil results are pending for spring fertilizing. Pines
were trimmed on San Rafael Avenue. Debris removal was done in several lane locations. Looking
ahead, will be lots of additional maintenance work needed in parks and turf areas.

OLD BUSINESS
4. Playground – Update on bench installation, discussion, and possible action on Donor Recognition
Plaque design alternatives
An update on construction of bench in the playground and Donor Recognition plaque design was
provided by Associate Engineer Chris Barry.
MOTION: Committee Member Walker made a motion to approve the suggestions made by Bryan
Kemnitzer, with final design to be approved by Chair Watson and Vice Chair Pearson. Committee
Member Bordon seconded.

5. Centennial Park - Discussion of work performed.
• Updates on view remediation and tree work
• Discuss repair / replacement of stairs and other vegetation pruning and work
• Discuss possible catchment and storage tank for irrigation from street water flow

Update was provided by Public Works Director Antony Boyd. Discussion was held and direction
was given for staff to continue with development of this project.

6. Park Lane - Discussion of Park Lane Stairs, Seating Area, and Related Landscaping and
Improvements:
• Updates on replacement of lower wooden stairs
• Updates on scoping, budget and design of project

Director Boyd gave an update on the project. Discussion was held and direction was given for staff
to continue with development of this project.

7. SB 1383 – Update and discussion on City actions to implement composting requirement. Update
and discussion on Painted Bins initiative for Community Park
NOT AN ACTION ITEM.
The Committee received a presentation from Jennifer Fearon of the Painted Bins Initiative and
discussion was held.
Public Comment was called for and there was none.
8. Discussion and possible action on Draft Annual January Statement of Priorities (Administrative
Policy Manual sections 6.2.2 (2) and 6.2.3.) (see materials in Committee Packet)
Discussion was held on the Committee’s 2023 Report on Progress on Priorities.
