City Council Work Session April 18, 2022 Present were: Mayor Grenier, Councilors Robert Theberge, Eastman, Roland Theberge, Remillard, Morency and Morgan. Councilor Higbee was absent. Others present: Interim City Manager Pamela Laflamme, Finance Director Holly Larsen, City Clerk Shelli Fortin, Chief of Police Dan Buteau, Attorney Mark Broth, Steve Korzen, Lori Korzen, Micah Bachner, Amber Bachner, Stuart Light, Joel Starkey, Seth Starkey, Paige Starkey, Laurie Carrier, Adam Hammill, Connor Arsenault and William Carroll, Berlin Daily Sun. Mayor Grenier opened the meeting at 6:00 p.m. Non-Meeting At 6:03pm, Mayor Grenier requested to enter in Non-Meeting per RSA 91-A:2, I (b) Collective Bargaining. Councilor Roland Theberge moved with a second from Councilor Morgan to enter into Non-Meeting per RSA 91- A:2, I; (b) Collective Bargaining. So moved, the motion carried unanimously by roll call. At 6:48pm, Mayor, Council and Staff came out of Non-Meeting. Councilor Berthiaume joined the Council work session. At 6:49p.m., Councilor Roland Theberge moved with a second from Councilor Morgan to enter into Non-Public Session per RSA 91-A:3 II; (d) Consideration of the acquisition, sale, or lease of real or personal property which, if discussed in public, would likely benefit a party or parties whose interests are adverse to those of the general community. So, moved, the motion carried by roll call with all in favor. The acquisition and lease of property was discussed. At 7:13p.m., Mayor, Council and Staff came out of Non-Public Session. Councilor Berthiaume moved to seal the minutes of the non-public session until the Council sees fit, as releasing them would render the action taken ineffective; Councilor Remillard seconded and the motion carried unanimously by roll call. At 7:14p.m., Councilor Berthiaume moved with a second from Councilor Remillard to enter into Non-Public Session per RSA 91-A:3 II; (d) Consideration of the acquisition, sale, or lease of real or personal property which, if discussed in public, would likely benefit a party or parties whose interests are adverse to those of the general community. So, moved, the motion carried by roll call with all in favor. Councilor Remillard recused herself from the Non-Public Session due to a personal relation to the matter discussed. The sale of real property was discussed. At 7:26p.m., Mayor, Council and Staff came out of Non-Public Session. Councilor Roland Theberge moved to seal the minutes of the non-public session until the property is put out for sale, as releasing them would render the action taken ineffective; Councilor Morency seconded and the motion carried unanimously by roll call. Gravel Tax Warrant Ms. Laflamme advised this is a gravel tax levy for Albert and Mary Guay’s property (Map 407 Lot 3.20). They reported excavating 4,144 cubic yards which resulted in a gravel tax due to the City for $82.88. Councilor Remillard moved to approve the gravel tax of $82.88 to Albert and Mary Guay, Councilor Berthiaume seconded and the motion carried by all in favor. Contract Awards Ms. Laflamme advised she was hoping to have a contract to award the Riverwalk project tonight, but NHDOT still hasn’t given authorization. She also stated there was only one RFQ received for the Engineering services phased approach for the closed loop wastewater treatment project which was from Wright-Pierce. This phase one of the project is being funded through ARPA funds. She is asking for Council to award the feasibility study to Wright-Pierce. Mayor Grenier commented that short term this project the mill, but long term it will benefit the City. Councilor Berthiaume moved to award the feasibility study for the closed loop wastewater treatment project to Wright Pierce, Councilor Remillard seconded and the motion carried by all in favor. Other Ms. Laflamme commented she will have the proposed sewer rate to present to Council next Monday during Council work session. She commented Finance is on a time frame to get the sewer bills out before the conversion to the new finance software scheduled for the beginning of May. At 7:37pm, there being no further business in Work Session, Mayor Grenier recessed before moving on to the Regular Meeting.
