CIT Y OF BEVC:.RLY Agenda RECEIVED ANO RECORDED CIT Y CLERhS OF · ICE N-192 Replacement Project Citizens Advisory Committee Thursday, August 17, 2023 2023 ~UG IS A II : ~8 5:00 - 6:30 PM Beverly Public Library, 32 Essex Street, Barnett Gallery, Beverly, MA Committee response to National Grid update Communication issues: • Communication & Outreach Initiatives • Real time Pre-construction & Construction Update • One week to Three month outlook on project • Update on claims concerns and appeals process for residents • Ways to Correct Miscommunications and Deadline Issues to Date • Details to communicate i.e. noise levels for specific types of work, weather delay • Route map • Communication about tree protection/replacement/removal • Nature and number of calls and/or emails to hotline and info email • Update on emergency incident reporting procedures • Update on resident claims process • Discu ssion about a presentation to the City Council about progress/issues as we are coming up on the anniversary of the Committee Current Issues • Report on community meeting on April 13th regarding Wellman Street duct bank trench • Video Monitoring: Notice, deadlines, protocols, access to data • Update on property damage issues • Update on progress on Wellman Street and resident/neighborhood impact. • EMF Surveys: Notice, deadlines, protocols, access to data • Vendor Identification generally • Access to data on rat mitigation, citizen hotline calls and emails • Preconstruction of the project • Current construction • Staging locations, duration, and notices • Proposed staging at Temple B'nai Abraham, Lothrop St. • Formal public procedure for city council to hear staging proposals • Environmental stewardship in relation to the project • Carbon offset for project • Street sweeping, shims on road plates and slow down signage. • Ongoing discussion about and creation of a list of questions to pose to National Grid regarding environmental stewardship obligations in anticipation of a meeting with National Grid's internal sustainability representatives. • Review the process of utilizing the "hotline" and how to make sure that residents know how to address immediate concerns. Is there a way to eliminate the need to write letters reporting on incidents. • Update on resident impact issues.
