City Council Committee Room, 3 rd Floor, Beverly City Hall, 191 Cabot St.
Rand called the meeting to order at 6:00pm.
Members present: Todd Rotondo, Brendan Sweeney, Estelle Rand
Members absent: None
Councilors present: Hannah Bowen joined at 6:21pm.

Order #275 was supposed to be appointing Ellen Flannery not Ellen Hutchinson. A separate letter has been
submitted for the Council meeting at 7:00pm for Ellen Flannery's reappointment.
The motion to recommend the approval of the appointment of Wayne Miller was made and seconded. A vote
was taken, and the motion carried (3-0).
Order#239A
The Solicitor's Office provided a chart (called Summary of Ordinance Amendments Proposed by Solicitor's
Office) which summarized by chapter the proposed amendments in the document filed as Order #239A.
Solicitor Williams stated tonight the committee could vote on proposed amendments. Then in 2024 an
ordinance change with the proposed amendments could be submitted to the Council.
The motion to recommend the adoption of the proposed amendments in Chapter 1 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 7 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 15 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 26 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 33 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 58 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 69 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 105 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 109 was made and seconded. A
vote was taken, and the motion carried (3-0).
In looking at Chapter 113, Sweeney asked where the $100 number came from for the fine.
Assistant Solicitor Dole stated he looked at other similar fines.
Bowenjoined at 6:21pm.
The motion to recommend the adoption of the proposed amendments in Chapter 113 was made and seconded. A
vote was taken, and the motion carried (3-0).
Regarding Chapter 117, Rand asked about the effect of the proposed changes on Ward 2 beekeepers.
Dole stated that these proposed changes would help to prevent bees from flying directly across the sidewalk or
directly into an abutter's property.
The motion to recommend the adoption of the proposed amendments in Chapter 117 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 124 was made and seconded. A
vote was taken, and the motion carried (3-0).

The motion to recommend the adoption of the proposed amendments in Chapter 136 was made and seconded. A
vote was taken,. and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 155 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 159 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 192 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 210 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 215 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 227 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 232 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 244 was made and seconded. A
vote was taken, and the motion carried (3-0).
There was some discussion of more changes that would come next year to Chapter 249 due to a review being
completed by the engineering department.
The motion to recommend the adoption of the proposed amendments in Chapter 249 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 253 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 274 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to recommend the adoption of the proposed amendments in Chapter 282 was made and seconded. A
vote was taken, and the motion carried (3-0).
The motion to have the Solicitor's Office draft a letter on behalf of the Legal Affairs Committee summarizing
the vote tonight to then be submitted as a filing for the next City Council meeting signed by the chair was made
and seconded. A vote was taken, and the motion carried (3-0).
There was a brief discussion on lodging licenses.
Dole recommended inviting applicants in if they have outstanding inspection violations unless all violations
have been resolved before the next meeting.
Williams cautioned against approving a license if there are still outstanding issues.
The committee decided to invite the remaining lodging house applicants, Laura DelleChiaie or health
department designee and Jim Butler building or department designee to the next meeting.
The meeting adjourned at 6:57pm.
