THE COMMON COUNCIL OF THE CITY OF BEVERLY MAY 10, 2016 7:00PM MINUTES CALL TO ORDER Council President Bancroft called the meeting to order at 7:00PM. OPEN PUBLIC MEETINGS ACT STATEMENT Mr. Bancroft read the following statement into the Minutes: In compliance with the Open Public Meetings Act, NJSA 10:4-6, this is to announce that Adequate Notice of this meeting was provided in the following manner: On January 6, 2016 advance written notice of this meeting was posted on the Official Bulletin Board in the City Hall, was emailed to THE BURLINGTON COUNTY TIMES for publication (published on January 11, 2016) and emailed to the CAMDEN COURIER POST for advise, was filed with the Municipal Clerk, and was mailed to all persons who requested and paid for such notice. The proceedings of all meetings are recorded electronically and manually, and the Minutes will be on file in the office of the Municipal Clerk. Snyder, RMC/CMR/CPM It was recommended and agreed upon that Resolution 2016-92 be moved to the top of the Agenda as follows: RESOLUTION 2016-92 A Resolution authorizing the hiring Mark S. Corandan as a Regular, Full Time Beverly City Police Officer; Step 4: $68,665, with Benefits; effective May 10, 2016, with Certification of  2 Funds by the Beverly City CFO, and conditioned upon Approval of Transfer through Civil Service. Motion to Approve Resolution 2016-92 by Lowden; Second by Thibault. Roll Call Vote – All Ayes. Motion Carried. Solicitor Coleman administered the Oath of Office to Officer Corandan as Mrs. Corandan held the Bible. Administrator/Public Safety Director Wolbert advised that Officer Corandan comes to us from a larger jurisdiction, and he is ready to go. The City is fortunate to have him on the Police Department team. PRESENTATION – Burlington County River Route Update Department of Economic Development and Regional Planning: Mark Remsa, Director; Edward Fox, Regional Planning Coordinator Mr. Bancroft introduced Ed Fox to those present. Mr. Fox advised that Mr. Remsa was delivering this same presentation in another municipality this evening. Mr. Fox stated that the Burlington County Board of Chosen Freeholders have authorized an update to Burlington County’s River Route Strategic Plan, as it has been twenty years since the initiation of the original Route 130/Delaware River Corridor Strategic Plan. This update will now add four new municipalities, namely, Bordentown City, Bordentown Township, Fieldsboro Borough, and Mansfield Township to the Plan’s original twelve towns. It is hoped that these inclusions to the Plan will enable more input from residents as we continue to work towards improving the quality of life in the River Route communities. Mr. Fox requested that the City pass a Resolution to formally become a part of the update planning process, and to designate four City representatives to participate in same. The Clerk will handle these materials for Council’s next meeting. APPROVAL OF MINUTES April 19, 2016 Regular Session Minutes submitted for approval. There was no Executive Session. Motion to Approve said Minutes as submitted made by Schwedes, Second by Thibault. Roll Call Vote – All Ayes, except Carlbon-Absent. Motion Carried. PUBLIC COMMENT ON AGENDA ITEMS ONLY Please state your name and address clearly for the record. John Haaf was given clarification by Administrator Wolbert on Ordinance 2016-5 and Resolution 2016-89. There being no further comment, Mr. Bancroft closed this portion of the meeting.  3 ORDINANCE ON FIRST READING/INTRODUCTION Ordinance 2016-5 An Ordinance of the Common Council of the City of Beverly placing Restrictions on the Sale of Dogs and Cats from Pet Shops located within the City of Beverly. Said Ordinance will come before Council for Second Reading, Public Hearing, and Adoption at Council’s May 24, 2016 meeting to be held at 7PM at Beverly City Hall, 446 Broad Street, Beverly, NJ 08010, at which time all those wishing to be heard on same will be so heard. Copies of this Ordinance are available for review at the Office of the Municipal Clerk, at the stated address, during regular business hours, M-F, 9AM-5PM. Mr. Schwedes requested that if possible Paragraph 6 show the number of cats and dogs euthanized in Burlington County as opposed to Camden County. The Clerk will see if that information is available on a timely basis for inclusion. Motion to approve as Introduced made by Thibault; Second by Carlbon; Roll Call Vote – All Ayes. Motion Carried. RESOLUTIONS RESOLUTION 2016-88 A Resolution authorizing Discharge of the attached Beverly City/Mount Laurel Regional Contribution Agreement (RCA) Mortgages, in consideration of the expiration of the Program Lien Period on said Mortgages, in compliance with all applicable Program requirements. Motion to Approve by Thibault; Second by Lowden. Roll Call Vote – All Ayes. Motion Carried. Mr. Lowden requested Consent Agenda for Resolutions 2016-89 through and including 2016-95, excluding 2016-88 and 92. RESOLUTION 2016-89A A Resolution authorizing Consent Agenda to include Resolutions 2016-89 through and including 2016-95, excluding 2016-88 and 2016-92. Motion to Approve by Lowden; Second by Thibault. All In Favor. Motion Carried. RESOLUTION 2016-89 A Resolution authorizing Discharge of Mortgage on Beverly City/Evesham Township Regional Contribution Agreement(RCA) Mortgage for Beverly City property Block 1280/Lot 6.01, a/k/a 633 Cooper Street, Program Lien payoff in the amount of $5,992.00 having been met.  4 RESOLUTION 2016-90 A Resolution authorizing the refund, by the Beverly City CFO, of overpaid tax payment amount of $1,699.07 to Brenda Newton, owner of Beverly City property located at 223 Broad Street, a/k/a Block 625/Lot 10. This Resolution is in conjunction with Resolution 2014-169 and its attached documentation for clarification purposes. RESOLUTION 2016-91 A Resolution amending Beverly City Salary Resolution 2016- 86 to include the 2016 Cost of Living increase for the Beverly City Public Works Superintendent, thereby adjusting the annual salary amount to $40,339.57. RESOLUTION 2016-93 A Resolution authorizing the hiring of Substitute Crossing Guards Sue Milliner, Cindy Dreher, Dorenda Laws, and Patrick Richards, with Certification of Funds by the Beverly City CFO, all applicable documentation having been submitted, and conditioned upon completion of training in accordance with State and Burlington County Joint Insurance Fund requirements RESOLUTION 2016-94 A Resolution, in compliance with Beverly City’s Insurance requirements, listing the names of individuals who are members of the Beverly City Community Events Committee: Mary Ellen Knudson-Public Volunteer; Rick Knudson-Public Volunteer; Rich Petnar-Public Volunteer; Pat Pirylis-Public Volunteer; Mark Schwedes-Council Member; Bob Thibault- Council Member; Dale Thompson-Public Volunteer. RESOLUTION 2016-95 A Resolution approving a Vendor’s License to Elliott DuRitz to sell Soft Pretzels and Cold Water by Mobile Cart at the Beverly City/Edgewater Park Memorial Day Parade, all required documentation having been submitted and in order. Motion to Approve Resolutions 2016-89, 90, 91, 93, 94, and 95 made by Thibault; Second by Carlbon. Roll Call Vote – All Ayes. Motion Carried.  5 OLD BUSINESS – None at this time. CORRESPONDENCE – (Note that all Correspondence will be handled/filed by and in the Office of the Municipal Clerk.) Mayor Miller read the following list of Correspondence items into the Minutes: 1. Township of Riverside Chief of Police, William T. Eliason: Letter of commendation to the Beverly City Police Officers who responded to Riverside Township on April 23, 2016 for an assist. 2. ALDI, Inc.: Notification re their application to the Edgewater Park Planning Board for Signs. 3. Municipal Excess Liability Joint Insurance Fund: The 2015 MEL Annual Report. 4. The Beverly Free Library: Invitation to their Fourth Annual Mardi Gras in May Fundraiser on May 14, 2016 at St. Stephen’s Church, from 4-7PM. Call 609-560-3074 for additional info. COMMENTS/REPORTS Mayor Mayor Miller stated that he received a letter from Police Chief Eliason in Riverside commending our Police Officers for an excellent job with an assist. The Mayor said he wanted to thank our Public Safety Director for continuing to hire Police Officers with exceptional experience. The Mayor said that the City’s current policy of hiring such professionals is well done.  6 Council Mr. Thibault thanked the Mayor for sharing the above stated letter regarding professionalism. He also thanked Officer Corandan for joining the Beverly Police Department saying that he was a welcomed addition. He then stated that all other activities were moving along well. Mr. Carlbon thanked Council for their patience this year regarding his working out of State. He thanked Mr. Wolbert for keeping him abreast of various City issues, Mr. Thibault for helping him with Clean Communities, and Jackie Brian for taking charge and setting up. He further stated that the Farmer’s Market will commence on Thursday, May 26 at 3PM; that we are building a “Green Team” relative to Sustainable Jersey; that the Economic Development Committee will be meeting soon; and that he is immensely grateful to his wife for being his eyes and ears during his work-related absence from Council meetings. Mr. Schwedes welcomed Mr. Carlbon back to the dais. He stated that Clean Communities has done an excellent job, and that Community Events is moving along. The Fishing Derby is up next, and then the trip to the Winery and Casino on June 19. He voiced kudos to Mr. Wolbert and Sgt. Matthews for getting the right people in the right place. Mr. Lowden reminded everyone that Joe Donnelly resigned from the Freeholders, stating that Mr. Donnelly was the last one he knew, and that he was sorry to see him go. He also mentioned to Mr. Carlbon not to apologize for working and taking care of his family, stating that Council work is really a glorified, unpaid job, but that work and family must come first. Administrator/Public Safety Director Mr. Wolbert thanked everyone for the kind words stating that accomplishments in the City are really a team effort, and that it is a pleasure to see everyone working together. We are a family. Several of the Officers came in on their day off to do evidence today. Officer Corandan is very experienced in the Evidence Room and Technology Sector, which is a good supplement to the Department. We now have seven Officers. Another is attending the Mercer County Police Academy and will be ready to go in the fall. Sgt. Matthews did much phone work during the application/hiring process.  7 Roadwork will begin on Thursday re the Northwest Roads project. The supplier of the asphalt for the topcoat had some inferior material come in from the quarry. They will be milling off 1 ½” of asphalt on the southeast side of Ashton and replacing it. On Nichols, they have to mill and pave half a road. The quarry is paying for the re-do. All work will be done in one day. Mr. Wolbert echoed the Mayor’s comments regarding Officers Kelly and Wagner and their assist in Riverside. He also reminded everyone that Beverly gets their fair share of assists as well. Administrator Wolbert reminded everyone about our Healthy Communities endeavors and that write-ups are being done in the Beverly Bee regarding “Health in All Policies”. Additionally, the County has developed a 5K Walking Route Plan within Beverly City. He further stated that he, Mayor Miller and Council President Bancroft attended the County 30/30 meeting. It was an informative meeting and helped us sharpen our skills in speaking with developers, one of which came to meet with us at City Hall. Professionals Solicitor Coleman advised that he continues to work with the Administrator Wolbert on various inherited issues, with closure in sight on many. Municipal Clerk Nothing additional at this time. PUBLIC COMMENT Please state you name and address clearly for the record. Public Comment was had by Ron Paice, Paula Tiexiera, and Mrs. Perkins from the Calvary Baptist Church. Discussion was had on the positive note of seeing children now playing on the corners at Five Points; that there is no information currently relative to the Liquor Store at Five Points changing hands; that the Family Dollar site work is moving forward; that extra Police patrols will be made around Calvary Baptist Church (the old St. James on Broad Street) relative to kids climbing on the Church roof and throwing shingles off and creating property damage. Mayor Miller recommended that Mrs. Perkins contact Gary Centinaro with the Housing Authority for a letter re same to be sent to all parents through the School.  8 An additional reminder was made regarding the Emergency Squad’s Open House on Sunday, May 15. There will be artwork on display by the Beverly School children, blood pressure readings, K-9, appearances by mascots, etc. EXECUTIVE SESSION - RESOLUTION 2016- No Executive Session.
