THE COMMON COUNCIL OF THE CITY OF BEVERLY AUGUST 9, 2016 MINUTES CALL TO ORDER Council President Bancroft called the meeting to order at 7:01 p.m. OPEN PUBLIC MEETINGS ACT STATEMENT Mr. Bancroft read the following statement into the Minutes: In compliance with the Open Public Meetings Act, NJSA 10:4-6, this is to announce that Adequate Notice of this meeting was provided in the following manner: On January 6, 2016 advance written notice of this meeting was posted on the Official Bulletin Board in the City Hall, was emailed to THE BURLINGTON COUNTY TIMES for publication (published on January 11, 2016) and emailed to the CAMDEN COURIER POST for advise, was filed with the Municipal Clerk, and was mailed to all persons who requested and paid for such notice. The proceedings of all meetings are recorded electronically and manually, and the Minutes will be on file in the office of the Municipal Clerk. Schwedes 1 PRESENTATION: SAFETY AND WELLNESS – “A SECOND CAN CHANGE YOUR LIFE” Joseph Henry of Hardenbergh Insurance Group/Risk Management gave a presentation on safety and wellness for the workplace. He commended the City for instituting health and wellness with the walking at lunch, sharing healthy recipes, etc. Mr. Henry presented a few scenarios (not relating to the City) where safety could have avoided accidents. Mr. Wolbert advised Council that the City is working on a contact list for different situations. Mr. Henry said there is $1200 for safety equipment and $750 for wellness incentives for the City to utilize. Mr. Thibault asked if the City had the toolbox videos, to which Mr. Wolbert responded that the City does. President Bancroft opened the meeting to anyone in the public to ask questions. Mary Ellen Knudson asked if they could have a bonfire down at the river. Mr. Henry said it could be done, if it was done right. Mr. Wolbert advised that they could talk about it. APPROVAL OF MINUTES July 26, 2016 Regular Session Minutes MOTION - Councilman Thibault made a motion to approve the minutes as presented, second by Councilman Lowden. Ayes – Lowden, Thibault, Bancroft. Nays – None. Absent – Carlbon, Schwedes. Motion Carried. PUBLIC COMMENT ON AGENDA ITEMS ONLY Please state your name and address clearly for the record. President Bancroft opened the meeting to public comment on the agenda items. There being none, President Bancroft closed that portion. ORDINANCE INTRODUCTION – ORDINANCE 2016-08 ~ BOND ORDINANCE FOR THE PURCHASE OF TWO (2) POLICE VEHICLES WITH PACKAGES MOTION - Councilman Thibault made a motion to introduce Ordinance 2016-08, seconded by Councilman Lowden. Mr. Thibault asked if the bond was for the exact amount or an estimate, to which Mr. Wolbert explained that it is an estimate and any additional items needed for the vehicle could be purchased under the bond. The SUVs are all wheel drive and under state contract. Mr. Thibault advised that he spoke to Philadelphia police and they advised him to avoid the Chevy Tahoe. He was glad to see these are Fords. He asked if this was a five year bond and what it would cost yearly. Mr. Wolbert advised that he wouldn’t know the cost until someone purchases the bonds. Mr. Thibault asked what would be done with the old ones, to which Mr. Wolbert said they would be repurposed. Mr. Thibault asked if it would be possible to have one with a speed center board. Mr. Wolbert said that they would 2 be better off with just purchasing the board. Mr. Lowden asked when the second reading would be held, to which the Deputy Clerk advised it would be August 23rd at the regular meeting. Ayes – Lowden, Thibault, Bancroft. Nays – None. Absent – Carlbon, Schwedes. Motion Carried. RESOLUTION RESOLUTION 2016-131 - A Resolution entering into a lease contract with Watch Guard for Police Department Vehicle/Body Cameras. MOTION – Councilman Thibault made a motion to adopt Resolution 2016-131, seconded by Councilman Lowden. Mr. Wolbert explained that this was brought up at the last meeting; however, he went back to the manufacturer and they reduced their costs. It is under state contract. It is the same system the County uses. Mr. Thibault asked what happens when they pull into the station, to which Mr. Wolbert explained that the data from the vehicle is downloaded to the computer in the police room. Mr. Thibault asked if there was any interface with the body cams and car cameras, to which Mr. Wolbert explained that they are synchronized. Ayes – Lowden, Thibault, Bancroft. Nays – None. Absent – Carlbon, Schwedes. Motion Carried. RESOLUTION 2016-132 - HELD A Resolution entering into a contract with Cherry Hill Winner/Ford (N.J. Contract #88728) per the attached quotes, for two 2017 Police Interceptor Utility Vehicles, with police packages. OLD BUSINESS Councilman Thibault asked where the ordinance was for Events fees. Mr. Wolbert explained that the Clerk is gathering the information and will have it shortly. NEW BUSINESS There was none. BILL LIST Approval of the August 9, 2016 Bill List. MOTION - Councilman Thibault made a motion to approve the bills as presented, seconded by Councilman Lowden. Mr. Thibault questioned the Environmental Resolutions bill. Mr. Wolbert explained that it was for drainage work prior to the DOT projects being suspended. Ayes – Lowden, Thibault, Bancroft. Nays – None. Absent – Carlbon, Schwedes. Motion Carried. CORRESPONDENCE – (Note that all Correspondence will be handled/filed by and in the Office of the Municipal Clerk.) 3 Letter from Judge Richard E. Andronici – Municipal Court Visitation Report for Beverly City. Read by Mayor Miller. COMMENTS/REPORTS Mayor Council Mr. Thibault – Councilman Thibault felt that they have come far with the court and moved into the 21st century. The Court Administrator does a great job. The concert in July was well received and Mr. Thibault thanked everyone who helped make it a success. The Broad Street Festival (a.k.a. Community Day) will again have the car show and it should be expanded this year. Mr. Thibault said the vehicles and cameras are a big step forward. Councilman Lowden reported that the Family Dollar needs to address their grass, to which Mr. Wolbert advised him he already took care of it. Councilman Thibault also questioned the frontage on Warren Street having no curbs. Mr. Wolbert advised this issue is being addressed with the County as it is a County road. Administrator/Public Safety Director Administrator Wolbert advised Council they have been very busy. He has one matter which he needs to discuss under Executive Session dealing with personnel. Professionals Stephen Raymond advised that he, Tom Coleman and Rich Wolbert are working on several issues. Municipal Clerk Nothing additional at this time from the Deputy Municipal Clerk. PUBLIC COMMENT Please state you name and address clearly for the record. Ron Murphy, 61 Warren Street, reported that the end of the block on VanSciver, there is a private road where some ladies walk. He asked if there was a problem with them walking there. Mr. Wolbert explained there is a road at the river which is a private road. The residents must maintain this in case the City would need access for emergencies. Mr. Raymond explained that if it is a private road, it is private property. The owners could stop anyone for utilizing it. The road is posted as private. Mary Ellen Knudson, 433 Jennings, asked about the increase in vandalism, muggings, and houses being broken into. Mr. Wolbert 4 explained that there were two this weekend; one house was unoccupied. Richard Knudson, 433 Jennings, asked the status of the electric at the gazebo. Mr. Wolbert explained that they haven’t gotten it done yet. Mr. Haaf, 133 River Bank, asked if there were arrests for the muggings, etc., to which Mr. Wolbert explained he could not comment as this is an ongoing investigation. Mr. Haaf asked when the grass would be cut at Family Dollar, to which Mr. Wolbert responded that he already addressed the issue with the manager and it is being taken care of now. Being no further comment, President Bancroft closed this portion of the meeting. EXECUTIVE SESSION - RESOLUTION 2016-133 A Resolution of the Common Council of the City of Beverly to hold Executive Session in accordance with the Open Public Meetings Act, P.L. 1975, Chapter 231, permitting the exclusion of the Public from a meeting in certain circumstances which the Governing Body deem now exist: _____ Attorney Client Privilege _____ Contractual Matters __ Current and/or Possible Litigation __X_ Personnel Matters _____ Review of Executive Session Minutes MOTION – Councilman Thibault made a motion to adopt Resolution 2016-133, seconded by Councilman Lowden, and unanimously carried. Council, Mr. Raymond, Mr. Wolbert, and the Deputy Clerk entered executive session at 7:45 p.m. RECONVENE TO REGULAR SESSION Council President Bancroft reconvened to regular session at 8:03 p.m. ADJOURNMENT There being no further business, Councilman Thibault made a motion to adjourn, seconded by Councilman Lowden, and unanimously carried.
