NEW BUSINESS: *Explanation for why we’re waiting for public comment until after our two guests have spoken.* 1. Michael LaFaive presentation Michael LaFaive is senior director of fiscal policy for the Mackinac Center for Public Policy, where he has worked for more than 27 years. He is the author of hundreds of essays, opposite editorials, blog posts and more than a dozen studies on fiscal policy topics, including those on state and local economic development incentive programs. His 2020 study, titled “Economic Development? State Handouts and Jobs: A New Look at the Evidence,” examined more than 2,300 state incentive deals across nine program or program areas in Michigan back to 1983. 2. John Mozena Presentation John Mozena is the president of the Center for Economic Accountability, which is a nonpartisan group that works for transparency, accountability and market-based reforms of state and local economic development programs across America. Over the past two years, he’s been quoted in the media around the country at least once a week on average talking about economic development policy issues. He’s also been on both sides if this discussion, as before he got into public policy, he spent 20 years in private-sector roles that put him behind the scenes of economic development deals, including projects like subsidized battery factories and auto suppliers. 3.
