MINUTES SUBJECT TO VILLAGE BOARD APPROVAL VILLAGE OF BIRON ANNUAL ORGANIZATIONAL MEETING MINUTES – APRIL 18, 2023 The April 18, 2023 annual organizational meeting was called to order at 6:00 p.m. by President Jon Evenson at the Biron Municipal Center. The meeting was properly posted according to Wisconsin State Statutes. PRESENT: Jon Evenson, Mark Honkomp, Tammy Steward, Dan Muleski, Patty Gapen and Mike Guillemot. Jamie Biegel is excused. Also present: Clerk Anne Arndt, Public Works Director Kayla Lumaye, Treasurer Samantha Daugherty PUBLIC COMMENT: None Motion Muleski, second Guillemot to authorize an appeal of the Notice and Order received from the city of Wisconsin Rapids, dated March 27, 2023. Motion carried. PERSONNEL COMMITTEE: Motion Honkomp, second Guillemot to convene into Closed Session at 6:12 p.m., pursuant to Wis. Stat. 19.85(1)(c), considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Topics for discussion: employee wages. Upon Roll Call vote: Evenson, yes; Gapen, yes; Guillemot, yes; Honkomp, yes; Muleski, yes; Steward, yes. Motion carried. Motion Honkomp, second Evenson to reconvene in Open Session at 7:05 p.m. Upon voice vote, motion carried unanimously. Motion Muleski, second Honkomp to approve the updated/restated Village of Biron Trustee, President and Treasurer Compensation policy. This update and restate does not contain new or changed information, rather incorporates November 2022 Board actions into the policy. Motion carried. Motion Muleski, second Honkomp to approve a $2,500.00/year increase to the Public Works Director salary effective May 1, 2023. Motion carried.
