MINUTES SUBJECT TO VILLAGE BOARD APPROVAL
VILLAGE OF BIRON REGULAR BOARD MEETING
MINUTES – March 9th, 2026
The March 9th, 2026 Regular Village Board meeting was called to order at 6:34pm by President Jon
Evenson at the Biron Municipal Center. The meeting was properly posted according to the
Wisconsin State Statutes.
ROLL CALL: Jon Evenson, Patty Gapen, Mike Guillemot, Dan Muleski, Mark Honkomp, Tammy
Steward via phone, excused Jamie Biegel. Also present, Samantha Daugherty, Peggy Doughty.
APPROVE MINUTES FEBRUARY 9TH, 2026 REGULAR BOARD MEETING: Motion Honkomp
Second Gapen to approve the minutes as printed. Motion carried.
PUBLIC COMMENT: 2 members of the public was present. Scott Peterson asked about Huffman
Road and when the project is going to be completed. He asked about when the sloping will be
done and grass seed planted. He would like to be present when the work does begin. Suggested to
setup a meeting with project manager Larry Koopman and Kayla Lumaye and Scott to address his
concerns. He also stated his neighbor still has junk and debris in his yard. There seems to be
temporary sheds/shelters in the driveway. Asked what can be done from the Village side to resolve
this as it has been a few years that this has been an issue. Board members stated we could check
with our attorney as the property is in probate after the death of the owner. Tim Hale was present
and stated he would wait until agenda item to address the board.
FINANCE COMMITTEE: Chairperson Gapen reporting. The committee met on March 4th and
reviewed bills and accounts. Village General Checking paid bills using checks 27082-27142 and
Utility Checking on checks 5444-5470. The Committee reviewed all account transfers, timecards,
journal entries and receipts for all checking, savings, and non-lapsing accounts. The committee
reviewed the new budget lines during their meeting but wanted to discuss at board level. The board
reviewed and approved the new budget line 100-00-55500-000-000 for Safety Equipment and
Maintenance but did not approve moving NL Parks funds to the new Safety Equipment and
Maintenance line. Evenson stated he will work with Fire Chief and Clerk to find the account to
amend. The new lines for the upcoming SDWL for the CTH U project was also discussed during
the report. The new lines are 600-00-58300-000-000 to track principal and 600-00-58400-000-000
to track interest payments. 600-00-11100-000-999 to receipt loan disbursements and 600-00-
29100-004-223 to pay invoices with loan proceeds. The auditors have reviewed these as well and
approved. Motion Evenson second Guillemot to approve the new budget amendments as
presented. Motion carried. Motion Honkomp second Guillemot to approve the Finance Committee
report. Motion carried.
CLERK/TREASURER REPORT: Clerk/Treasurer Samantha Daugherty reporting. Totals reported
to the Finance Committee: Receipts for February $943,650.74: Expenses for February:
$1,096,030.43. One account transfer from general checking to passbook savings for $400,000.00
and one transfer from non-lapsing savings to general checking for $6,000.00 and one transfer from
passbook savings to general checking for $775,000.00 and one transfer from non lapsing to general
checking for $543.84. General checking bills were paid on checks 27082-27142 with eighteen
online payments to WWL&C, IRS, Empower, WRS, Kwik Trip, WI DOR, Elan Financial, WM,
Bauernfeind, We Energies, Gannett, Thryv, Colonial Life, Nekoosa Port Edwards State Bank, WI
Municipal Clerks Association, AirGas USA. End of month balances; Village Non-Lapsing:
$806,147.37; Utilities Checking: $25,382.62; Water Money Market: $704,437.67; Village Passbook:
$1,000,065.07; Village Checking $745,157.26; Utility bills were paid with checks 5444-5470.
Daugherty stated there is election training on Saturday March 28th for clerks and chief election
inspectors through Wood County Clerk’s office. Motion Evenson second Muleski to approve clerk
attend and earn 3 hours of comp time. Motion carried. Daugherty presented the Wood County
Provider agreement for Elections and new DS300 tabulator. The county is purchasing the
machines and municipalities will reimburse the county $1000 from the 2027 budget. Motion
Honkomp second Guillemot to accept the agreement and budget $1000 in the 2027 Budget. Motion
carried. Daugherty stated as a reminder of the annual meeting on April 21st to assign trustees to
committees and newly elected officials to take oaths. Daugherty also mentioned Open Book will be
held April 20th and Board of Review April 27th. Motion Guillemot second Gapen to approve the
Clerk/Treasurer’s report. Motion carried.
BIRON VOLUNTEER FIRE DEPARTMENT REPORT: Chief Dillingham not present. Board
reviewed the report. Motion Guillemot second Gapen to approve Volunteer Fire Department report.
Motion carried.
PERSONNEL COMMITTEE REPORT: Chairperson Honkomp reporting. Personnel committee did
not meet in February.
LEGISLATIVE, ORDINANCE AND ZONING COMMITTEE REPORT: Chairperson Muleski
reporting. The committee met March 5th. Discussed need to amend the oridinance 19.03 Regulation
and licensing of dogs and cats. There are residents with more than 3 dogs. Current ordinance
does not permit more than 3 dogs unless the resident is a kennel. Reviewed neighboring
communitie’s ordinances that allow for an exception permit to be issued. Discussion on how to
manage residents and what our permit would need to include. Referred back to committee to
continue to research and check with village attorney on amendments. Motion Honkomp second
Evneson to approve the Legislative, Ordinance and Zoning committee report. Motion carried.
PLAN COMMISSION RECOMMENDATIONS: Plan Commission did not meet in February.
PUBLIC WORKS COMMITTEE REPORT: Chair Steward reporting. The committee met on
February 24th and reviewed an MSA proposal for the storm sewer rehabilitation. This would be an
amended agreement to have MSA assist with obtaining temporary and permanent easements along
Shore Acres Drive. Resident Tim Hale asked if the board is approving these easements tonight, but
board stated they are not approving the easements tonight only the contract with MSA to obtain
them. Motion Steward second Gapen to approve the amended contract with MSA. Motion carried.
Steward stated Kayla had a quote for televising the storm sewer to gain better insight into the issues
at 271 Shore Acres Drive. Kayla had been waiting on another quote when committee met however
no additional quote was received. Discussion took place as to the need for recording the video and
needing to get specific data points and measurements. Motion Evenson second Honkomp to
approve the quote from Great Lakes TV Seal for $2100 to televise this line. Motion carried. The
committee mentioned the need to contact residents and stated staff should call them and send a
letter when the date of work is known. Steward reported the committee also discussed bulk item
pickup and costs associated with providing that service as well as another electronic recycling event
that will be held in April. Motion Muleski second Gapen to approve the Public Works committee
report. Motion carried.
PUBLIC PROPERTY, SAFETY & RECREATION COMMITTEE REPORT: Chairperson Guillemot
reporting. The committee met on February 24th. Last board meeting the board approved up to
$6086.39 for the new remote terminal unit for the Wood County Dispatch Center electronic siren
controls. Since that meeting the cost has dropped and Biron’s cost is now for installation and
update fees for a total of $2718. Muleski provided updates on Sunset Park upgrade project.
Presented plans from Wolosek Landscaping. He is working with Wood County on a grant that is
available from the DNR called Heathy Lakes and Rivers and continues to work on this project. The
committee reviewed a quote from Great Lakes Roofing for $2000 for maintenance of the municipal
center roof and seal the gutters. Motion Muleski second Guillemot to approve the Public Property
Committee report. Motion carried.
WATER UTILITY COMMITTEE REPORT: The committee met on February 24th. The committee
reviewed and discussed the need for a new policy around water utility regulatory compliance as
discovered from PSC audit. Motion Honkomp second Gapen to approve Resolution 26-02 which
adopts Village of Biron Water Utility Regulatory Compliance Policy to ensure we will prevent
unauthorized utility construction in the future. Motion carried. No new PSC investigation updates.
The committee discussed budget amendments for the 2016 and 2026 SDWL line items. Daugherty
read Superintendent Lumaye’s report regarding well 3. There was discoloration and air in the lines
and crew thinks the issue is with the cla-valve. The crew will disassemble the valve and clean to
see if that resolves. If not, there may be a need to order a rebuild kit. Motion Evenson second
Guillemot to approve the Water committee report. Motion carried.
WASTEWATER COMMISSION REPORT: Note: The Wastewater Treatment Plant is operated &
staffed by the City of Wisconsin Rapids. One member of the Village of Biron Board of Trustees is
an acting member of the Commission. Reviewed minutes from the January 14th meeting.
Daugherty stated there will not be a March meeting per email from Derek Budsberg. Biron will
continue to have a member on the Commission. Daugherty read Superintendent Lumaye’s notes
and stated at the last meeting Derek stated there is a draft of the rate case study however neither
Lumaye nor our consultant has seen a draft. Motion Evenson second Gapen to approve the
wastewater commission report. Motion carried.
NEW BUSINESS: Honkomp stated the need to begin filling in potholes around the village.
