MINUTES SUBJECT TO VILLAGE BOARD APPROVAL
VILLAGE OF BIRON REGULAR BOARD MEETING
MINUTES – May 11th, 2026
The May 11th, 2026 Regular Village Board meeting was called to order at 6:33pm by President Jon
Evenson at the Biron Municipal Center. The meeting was properly posted according to the
Wisconsin State Statutes.
ROLL CALL: Mark Honkomp, Mike Guillemot, Jamie Biegel, Tim McKellips, Dan Sullivan, Tammy
Steward via phone at 6:47pm, Jon Evenson. Also present, Samantha Daugherty, Peggy Doughty,
Fire Chief Shawn Dillingham.
APPROVE MINUTES APRIL 13TH, 2026 REGULAR BOARD MEETING: Motion Honkomp Second
Guillemot to approve the minutes as printed. Motion carried.
APPROVE MINUTES FROM APRIL 21ST, 2026 ANNUAL ORGANIZATIONAL MEETING: Motion
Biegel second McKellips to approve the minues as printed. Motion carried.
PUBLIC COMMENT: 5 members of the public was present. No public comment.
FINANCE COMMITTEE: Chairperson Sullivan reporting. The committee met on May 6th and
reviewed bills paid in April, non-lapsing accounts and journal entries for Utility and General
accounts. Village General Checking paid bills using checks 27205-27265 and Utility Checking on
checks 5482-5491. The Committee reviewed all account transfers, timecards, journal entries and
receipts for all checking, savings, and non-lapsing accounts. Chair Sullivan asked for a review of all
the loans and status of those loans. President Evenson stated he can have something before the
June board meeting. The committee reviewed the Clerk/Treasurer report that included selection of
dates for the City Bank sponsorship concert. Committee chose July 14th as the Biron date and
Clerk will check with City Band to see if that date is available. The Committee also reviewed a DNR
grant application authorization resolution form 8700-388. The committee suggested Dan Sullivan
and Samantha Daugherty be the authorized signers. The committee reviewed resolution 26-03
establishing a five-year repayment from utility to general fund. The committee discussed the
sponsorship of Rapids Riverside Freedom Fest and recommended a $250 donation. Motion
Honkomp second Guillemot to approve a $250 donation, Evenson stated the next level in
sponsorship offers more and is $50 more. Asked if the motion could be amended to be $300 to
reach the Patriot Partner level. No objection to amending the motion. Motion amended to be a
$300 donation to Rapids Riverside Freedom Fest. Motion carried. The committee discussed the
Title II ADA website requirement accessibility rule that will need to be in place before April of 2028.
This is a future budgeted item and work will continue over the next year. Next meeting date will be
June 2nd at 4:00pm. Motion Guillemot second Biegel to approve the Finance Committee report.
Motion carried.
CLERK/TREASURER REPORT: Clerk/Treasurer Samantha Daugherty reporting. Totals reported
to the Finance Committee: Receipts for April: $100,592.974: Expenses for April: $223,266.75. Three
account transfer from passbook savings to general checking for $130,000.00. General checking bills
were paid on checks 27205-27265 with twenty-one online payments to WWL&C, IRS, Empower,
WRS, Kwik Trip, WI DOR, Elan Financial, WM, Bauernfeind, We Energies, Gannett, Thryv, Colonial
Life, AirGas USA, and Central States Funds, ABT Mailcom, WI Dept of Administration. End of
month balances; Village Non-Lapsing: $806,698.26; Utilities Checking: $16,816.57; Water Money
Market: $704,755.25; Village Passbook: $815,464.91; Village Checking $16,539.63; Utility bills were
paid with checks 5482-5491. Daugherty stated Val from City Band confirmed the July 14th date is
available and will be the Village’s sponsorship date which is also their “special” concert celebrating
the United States 250th anniversary and will start at 7:30pm. Daugherty presented the DNR

authorization resolution form 8700-388 that requires the governing body to list which officers or
employees are approved to submit grant applications, sign agreements and submit reports. Motion
Biegel second Guillemot to select Dan Sullivan and Samantha Daugherty as authorized to act on
behalf of the Village for DNR Grant applications for Sunset Park and Health Lakes and Rivers
Grant. Motion carried. Motion Honkomp second Sullivan to approve the Clerk/Treasurer’s report.
Motion carried.
BIRON VOLUNTEER FIRE DEPARTMENT REPORT: Chief Dillingham reporting. There were 7
calls for service in April, 4 EMS, 2 Change of Quarters, 1 Weather. Patrick Helton and Lindsay Pask
are the Co EMS Coordinators for the Department. Engine 2 will have some electrical updates done.
Fire Inspections have been completed for the establishments that have applied for a liquor license.
Updates SPS 330 items and needing an EAP program for members. Chief had been getting quotes
and options for providing this service and found a membership through the National Volunteer Fire
Council includes an employee assistance program that meets the requirement. These funds have
been budgeted. New equipment has been ordered as well as the turnout gear that was previously
approved. Chief discussed the training requirements members have as well as some driver training
and officer training that is currently taking place. There is also training taking place that will meet
requirements for WEM 8 MABAS. Chief is requesting some items to be discussed during the next
Public Property meeting for rood training prop and painting a helicopter landing zone at the
Municipal Center. Motion Guillemot second Evenson to approve Volunteer Fire Department report.
Motion carried.
PERSONNEL COMMITTEE REPORT: Chairperson Honkomp reporting. Personnel committee did
not meet in April.
LEGISLATIVE, ORDINANCE AND ZONING COMMITTEE REPORT: Chairperson McKellips
reporting. Committee did not meet in April.
PLAN COMMISSION RECOMMENDATIONS: President Evenson reporting. Plan Commission met
April 29th and reviewed the draft of all chapters and maps. Some additional changes are needed
and brought to next meeting in June. There is no meeting in May.
PUBLIC WORKS COMMITTEE REPORT: Chairperson Steward reporting and reviewed the
minutes from the meeting held on April 28th. No new updates on the storm sewer on Shore Acres.
Roland and Brandon from Wood County Highway Department were present and discussed the
proposals from Wood County Highway Department. First one was adding a storm sewer for
Johnson Parkway that will connect to the existing system on Van Slate. Motion Honkomp second
McKellips to accept the proposal from Wood County Highway Department for $15,000 to be paid
from storm/sewer non lapsing. Motion carried. The board discussed the repair of the Johnson
Parkway once the storm sewer is added. Reviewed the quote from Wood County Highway
Department to complete a 2-inch mill and overlay for $25,000. Motion Honkomp second Biegel to
approve the proposal from Wood County in the amount of $25,000 to be paid using 50/50 road aid.
Motion carried. Discussion on 80th Street North culvert replacement. Evenson spoke about the
previous jurisdictional transfer that took place on that road when county highway U was relocated
between Town of Plover and Village of Biron. Roland stated he met with the Town of Plover Chair
and Evenson stated he also met with Town of Plover chair. There may be some additional
discussion about this section of the road once the work is done about the road aid that is shared
between the two municipalities. Roland and Brandon spoke about the new culvert size. The County
has agreed to share this project cost with the Village 50/50. The village’s portion of this road work is
approximately $14,500. Motion Steward second Honkomp to approve the culvert replacment and

work done by Wood County and payment using 50/50 bridge aid. Motion carried. Discussion took
place then about repairing the road after the culvert is replaced. Brandon stated this repair will not
be mill and overlay it will be pulverized and overlay. The Village’s portion will be $26,000 after the
50/50 cost share with Wood County. Motion Steward second McKellips to approve the proposal
from Wood County with 50/50 cost share for the pulverized and overlay and to pay the village’s
portion first with the remaining 50/50 road aid funds estimated to be around $3000 and pay the
remaining balance using non lapsing resurfacing streets. Motion carried. Roland stated he met with
Grand Rapids Public Works and talked about Jurisdictional transfer of the right of way on Eagle
Road from Hwy 54 to the Village Water Tower. Discussion on estimate from Summit Infrastructure
for manhole rehabilitation for $19,700. Motion Evenson second Honkomp to approve the proposal
from Summit Infrastructure and pay using sanitary/storm non lapsing. Motion carried. Discussion on
quote from Midwest Pump Works for new lift station chains and pump. Board would like to try and
use budgeted funds for this maintenance item 53312-070 rather than non-lapsing funds. Motion
Steward second Biegel to approve the quote for $3745.30. Motion carried. Discussion on a new
vehicle for the public works crew that is a crew cab to allow for all members to travel together for
training and to sell the current 2011 Dodge. This truck is from Bergstrom Chevrolet Buick Cadillac
of Neenah. The price did decrease from when committee met. Current price is $39,771.00 plus
fees from dealership. Motion Honkomp second Guillemot to approve the purchase and to use non
lapsing truck/equipment funds. Motion carried. Motion Guillemot second Sullivan to approve the
Public Works committee report. Motion carried.
PUBLIC PROPERTY, SAFETY & RECREATION COMMITTEE REPORT: Chairperson Guillemot
reporting. The committee did not meet in April. Superintendent Lumaye had notes included in
packet. Generator will be installed at the municipal center on May 11th and docks have started to be
installed and will be completed before May 15th. Motion Evenson second Biegel to approve the
Public Property Committee report. Motion carried.
WATER UTILITY COMMITTEE REPORT: Chair Biegel reporting. The committee met on April 8th.
Our auditors have found during the rate case study the utility has not paid the general fund properly
for wages. The board reviewed resolution 26-03 establishing a 5-year repayment from utility to
general fund for a total amount of $302,958.00 with first payment being made in 2026. Discussion
took place as to options for repayment and timing of payment. Motion Sullivan second Guillemot to
approve the resolution as printed. Motion carried. Motion Evenson second Biegel to approve the
Water committee report. Motion carried.
WASTEWATER COMMISSION REPORT: Note: The Wastewater Treatment Plant is operated &
staffed by the City of Wisconsin Rapids. One member of the Village of Biron Board of Trustees is
an acting member of the Commission. Reviewed minutes from the April 8th meeting. Evenson
wanted to take action during the June board meeting to allow Superintendent Lumaye to comment
on meeting. No action taken during May meeting.
