Board of Review, April 27th, 2026 Minutes The April 27th, 2026 Board of Review was called to order at 1:05 p.m. at the Biron Municipal Center by Clerk Samantha Daugherty Present by Roll Call: Board of Review Members: Jon Evenson, Tim McKellips, Mike Guillemot Also present: Assessor Todd Pauls and Clerk Samantha Daugherty Selection of Chairperson: Motion by Guillemot, second McKellips to appoint Jon Evenson. Motion carried. Selection of Vice Chairperson: Motion Evenson, second McKellips, to appoint Mike Guillemot. Motion carried. Review new laws: Assessor Pauls stated there are new exemption rules that apply to the telecommunication towers. He also stated that Membrane System Specialist is now manufacturing and will be assessed by the State. Certified Board of Review members: Mike Guillemot was certified on April 22, 2026. Jon Evenson was recertified on April 25th, 2026 and Tim McKellips was certified on April 26th, 2026. New training requirements require at least one member to be certified on an annual basis. Clerk Daugherty stated that the required postings for Board of Review were properly posted at least 15 days prior to Board of Review. Daugherty also stated the Village has an ordinance for confidentiality of income and expense information. Assessor Todd Pauls stated that the assessment notices were sent out 15 days prior to Open Book and Board of Review. The affidavit attached to the roll book has been verified and signed. Evenson stated he wanted to motion to record the BOR reviewed the Summary of Annual Assessment Report, second Guillemot. Motion carried. He also stated there were a couple corrections to the tax roll and provided that information to the Clerk. Open Book was held April 20th, 2026 from 1:30 p.m. to 3:30 p.m. Adjourn: At the hour of 3:05 p.m., after holding Board of Review for the required statutory time of 2 hours and having no one appear before the Board of Review, a motion was made by McKellips, second by Guillemot to adjourn the Board of Review. NOTICE OF PUBLIC MEETING Village of Biron Board of Review Monday April 27th, 2026 1:00 p.m. to 3:00 p.m. Biron Municipal Center, 451 Kahoun Road, Wisconsin Rapids, WI Agenda 1) Call the Board of Review to order & Meeting Recording Annoucement. 2) Roll Call- Confirmation of appropriate BOR and Open Meetings notices 3) Select Chairperson for BOR 4) Select BOR Vice-Chairperson 5) Verify that at least one BOR member has the mandatory training requirements 6) Verify that the Village has an ordinance for the confidentiality of income and expense information provided to the assessor under state law (Wis. Stat. §70.47(7)(af)). 7) Review of new laws 8) Adoption of amendment to policy regarding the procedure for sworn telephone testimony and sworn written testimony. 9) Adoption of policy regarding the procedure for waiver of BOR hearing requests 10) Review of the Summary of Annual Assessment Report by assessor’s office 11) Receive the assessment roll and sworn statements from the clerk 12) Examine the roll; correct description or calculation errors; add omitted property; eliminate double assessed property 13) Discussion/Action: Certify all corrections of error under state law (Wis. Stat. §70.43) 14) Discussion/Action: Certify with the assessor that open book changes are included in the assessment roll 15) Allow taxpayers to examine assessment data. 16) During the first two hours, consideration of: a) Waivers of the required 48 hour notice of intent to file an objection when there is good cause b) Requests for waiver of the BOR hearing allowing the property owner and appeal directly to circuit court c) Requests to testify by telephone or submit sworn written statement d) Subpoena request, and e) Act on any other legally allowed or require BOR matters 17) Review Notices of Intent to File Objection. 18) Hear written objections, if any, and if proper notice/waivers are given unless scheduled for another date. 19) Consider/act on scheduling additional BOR date(s). 20) Adjourn – to future date if necessary Samantha Daugherty Clerk, Village of Biron It is possible that members of and possibly a quorum of other governmental bodies of the municipality may be in attendance at the above stated meeting to gather information; no action will be taken by any other governmental body specifically referred to above in this notice.
