MINUTES SUBJECT TO VILLAGE BOARD APPROVAL
MINUTES OF THE PUBLIC HEARING ON PROPOSED BUDGET
AND SPECIAL VILLAGE BOARD MEETING, NOVEMBER 27, 2023
The public hearing on the Village of Biron proposed 2024 budget was called to order by
President Jon Evenson on November 27 at 6:00 p.m. The proposed budget was properly
published and posted as required by State Statutes.
PRESENT: Jon Evenson, Patty Gapen, Jamie Biegel, Mike Guillemot, Mark Honkomp, Dan
Muleski, Tammy Steward
PROPOSED BUDGET: The proposed budget for 2024 was presented and reviewed.
Expenses: General Government $331,528; Public Safety $324,896; Public Works $526,660;
Health & Human Services $1,680; Culture, Recreation & Education $49,000; Conservation &
Development $1,100; Debt Service $100,000; Miscellaneous Expenses $1,100; for total
expenses of $1,335,854.00.
Revenues: Property Tax Levy $844,701; Other Taxes $131,534; Intergovernmental Revenues
$278,619; Licenses & Permits $15,000; Miscellaneous Revenue $41,000; for total revenue of
$1,335,854.00.
DISCUSSION: After discussion, no revisions were made to the proposed budget for 2024.
ADJOURN PUBLIC HEARING: Motion Honkomp, second Muleski to close the public hearing
at 6:20 p.m. Motion carried.
SPECIAL BOARD MEETING
The special meeting of the Village Board of Trustees was called to order by President Jon
Evenson immediately following adjournment of the public hearing. The special board meeting
was properly published and posted as required by State Statutes.
ADOPT LEVY: Motion Steward, second Gapen to adopt the 2024 tax levy of $844,701.
Motion carried.
ADOPT BUDGET: Motion Steward, second Gapen to adopt the 2024 budget of
$1,335,854.00. Motion carried
ADJOURN: Motion Honkomp, second Biegel to adjourn the November 27, 2023 Special
Board Meeting at 6:30 p.m. Motion carried.

NOTICE OF PUBLIC BUDGET HEARING
Notice is hereby given that the Village of Biron Board will hold a PUBLIC HEARING
on the 2024 proposed budget on November 27, 2023 at 6:00 p.m. at the Municipal Center,
451 Kahoun Road, Wisconsin Rapids. The proposed budget is available for inspection at
the office of the Village Clerk from 7:00 a.m. to 4:00 p.m. Monday through Thursday and
7:00 a.m. to 1:00 p.m. Friday. The proposed budget is summarized as follows:

NOTICE OF SPECIAL BOARD MEETING
Notice is hereby given that on November 27, 2023 immediately following the completion
of the Public Hearing on the proposed budget, which begins at 6:00 p.m.,
a special board meeting will be held to adopt the 2023 tax levy to be paid in 2024
pursuant to Section 61.34(4) of the Wisconsin Statutes.
