LEGISLATIVE, ORDINANCE AND ZONING COMMITTEE AGENDA July 30, 2024 9:30 a.m. MEMBERS: Dan Muleski, Chairperson; Mark Honkomp, Tammy Steward. Also present Public Works Director Kayla Lumaye and Clerk Samantha Daugherty 1. Call to Order: Meeting called to order at 9:35am 2. Possible ordinance violations: Discussed multiple ordinance violations that chairperson Muleski has been working on. Illegal dumping of sump pump at one residence, Driveway full of garbage and vehicles, residing in a garage which has been reported to the Wood County Department of Health. 3. Discussion about short term rentals and possible creation of ordinance to regulate them: Discussed villages role in creating an ordinance for short term rentals. Muleski has been meeting with owner of a short-term rental in the Village. The owner stated they work with 3rd party VRBO and AirBnb and both 3rd parties have tight regulations. Some possible talking points for ordinance creation would be number of guests per square foot of dwelling or per number of bedrooms/bathrooms, parking restrictions, requirement of owner to obtain a Wood County Health Department Lodging permit and provide copy to village for records. Create a check list for the owner of what they will need to provide to village. Will continue to discuss and outline what village wants to do. Keith from Bridgewater stated there are no short-term rentals in Bridgewater. 4. Boat launch fee ordinance: Discussed possible options for enforcement of the boat launch fee that CWPCo is going to implement. Will look into how neighboring municipalities enforce. Need to know more information from CWPCo regarding if fees are annual or daily and how will we know that someone paid. Discussed if launch fee will be included in dock rental fee and will discuss with public property committee. 5. Chairperson will provide information for upcoming newsletter.
