VILLAGE OF BIRON
451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494
PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE
MEETING MINUTES
December 3rd, 2024 8:00 A.M.
Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee
Member
Others Present: Kayla Lumaye, Public Works Director; Peggy Doughty, Utility Clerk
Samantha Daugherty, Village Clerk
1. Chairperson Mike Guillemot called the meeting to order at 8:02 a.m.
2. Discussion about changes to security personnel –
Peggy discussed changes that need to be made to keep our current security person,
Hilary. Hilary currently coordinates with the renters a time to come open and/or
close the hall and the renters do not show at the set time. This is resulting in Hilary
making multiple trips for no reason and her missing out on important personal
events. Peggy stated she has spoken to Mobile Lock and they stated we can give the
renters a temporary passcode to use on the alarm system. We would then give the
renters a key to the front door. If we were to do this, the committee would
recommend increasing the security deposit to $500 for events. If the renter does not
return the key, they will not get their security deposit back.
3. Discussion about security cameras at Municipal Center –
Kayla purchased security cameras through SCW, the company the village currently
uses. The supplier gave an additional discount on top of a black Friday sale for the
cameras. Motion Muleski, second Guillemot to approve the purchase of the
cameras for a total cost of $1,815. Motion carried.
4. Discussions about refrigerator at Municipal Center –
Kayla stated the compressor on the refrigerator stopped working. The compressor
was replaced in 2022 but only had a one year warranty. Peggy got a quote from
Ron’s Refrigeration to replace the compressor. Peggy also got a quote for a new
commercial refrigerator. There is a $520 difference between the two quotes. Motion
Muleski, second Biegel to purchase a new refrigerator for a total of $1,999. Motion
carried.
5. Discussion about garage doors at the Garage –
Kayla discussed the need to repair two garage doors at the shop. Two of the doors
have gotten rusted on the bottom panel. They are so bad that the weather stripping
could not be replaced. Kayla recommends replacing the entire door rather than just
the bottom panel. Kayla presented quotes for replacing the bottom panel versus the
entire door. There is roughly a $500 to $2,000 difference between the entire door
and the panels, depending on if the Village crew installs the doors or the company
does. The committee recommends replacing the entire doors but has some follow-
up questions. One being if the crew installed the doors, would there still be a
warranty? And if there would be a price reduction on installation if the village crew
disposed of the doors? Kayla will get the answers and follow up at the board
meeting.
6. Superintendent’s Report –
Kayla presented the 2024 dock rental report. Peggy asked that the security deposit
due date be moved to allow extra time for renters. The committee recommends
moving the security deposit due date to January 31st. Kayla discussed the mouse
and ant problem at the municipal center. Mike suggested calling Aaron at Absolute
Wildlife Control to have some exterior control done.
Motion to Adjourn: Dan Muleski, second by Mike Guillemot
Time: 8:40 a.m.
Minutes Respectfully Submitted by: Kayla Lumaye, Public Works Director
