VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE MEETING MINUTES April 3rd, 2025 2:00 P.M. Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee Members Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk; 1. Chairperson Mike Guillemot called the meeting to order at 2:04 p.m. 2. Discussion and possible action on dock installation and removal quotes – Kayla presented three quotes for dock installation and removal. The committee reviewed and discussed the quotes. Motion Biegel, second Muleski to approve the quote from Dock Masters. Motion carried. The committee would like to verify if the Village pays for installation and removal of the boat launches. 3. Discuss and possible action on updates to dock rental form – The committee reviewed the rates for dock rental fee. The committee decided to keep the 2026 rates the same as 2025. 4. Discussion on municipal hall floor – Kayla presented a proposal from Garage Force for a new floor in the municipal hall. The committee discussed the quote, and they do not want to do anything with the floor at this time. 5. Wood County Park and recreation open space plan questionnaire – Sam received a questionnaire from Wood County Park and recreation regarding the park. The questionnaire enables Wood County and all local governments within the county to be eligible for competitive federal and state outdoor recreation grant money. The questionnaire reviews the current description of our park and asks the village to list projects that are to be done in the next five years. The committee would like to see a plan put together for future upgrades to the park so we can start to apply for different grants. 6. Review Capital Improvement Plan – The committee reviewed the Capital Improvement Plan (CIP) for 2023 through 2028 for building and grounds and parks. 7. Superintendent’s Report – Kayla stated she will not be at the board meeting because she will be in Los Angelos. Kayla will have either Sam or Peggy read the superintendent’s report at the board meeting. 8. Set next meeting date and time –  Next meeting will be held on May 13th at 3:00 PM.
