VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC PROPERTY, SAFETY & RECREATIONAL COMMITTEE MEETING MINUTES September 30th, 2025 10:15 A.M. Members Present: Mike Guillemot, Chairperson; Jamie Biegel and Dan Muleski, Committee Members Others Present: Kayla Lumaye, Public Works Director; Peggy Doughty, Utility Clerk 1. Chairperson Mike Guillemot called the meeting to order at 10:21 a.m. 2. Discussion and possible action on municipal center generator purchase – The committee reviewed and discussed generator proposals from Econ and Wolter. The committee asked that Kayla get a proposal from Econ for a 40kW generator so they can compare it to Wolter’s proposal. Jamie also asked that we find out if Econ will give a discount if they do the well and municipal center generators. Kayla will contact Econ and bring answers to the next committee meeting. 3. Discussion on Master Gardner’s update for Sunset Park plan – Dan stated that he has had a difficult time getting in contact with Master Gardner’s. Dan stated that a plot plan of the park will be needed and asked Peggy to print out a map showing the distances of the park area. Dan suggested holding a meeting with James Judd and the Wood County Highway Department to develop a plan that will protect the trees along CTH U during next year’s reconstruction project. 4. Discussion and possible action on adding 10-foot extension on dock clusters 1, 2 and 4 – Peggy stated that a dock renter asked if dock cluster 4 could be extended. She then suggested extending dock clusters 1, 2, and 4 in the same way as cluster 3. Dan stated that only cluster 4 would need an extension since clusters 1 and 2 are already in deeper water. Peggy voiced concerns about how extending the docks might affect renters with boat lifts. It was agreed that further investigation is needed before making a decision on the extension. 5. Superintendent’s Report – Kayla stated the gates for the trail are getting installed this week. Her and the crew were onsite this morning measuring and planning out where to place the posts. 6. Set next meeting date and time – Next meeting will be held on October 28th at 9:00 AM.
