VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 PUBLIC WORKS, SANITATION & WASTEWATER COMMITTEE MEETING MINUTES December 16th, 2025 10:00 A.M. Members Present: Tammy Steward, Chairperson (present by phone); Mike Guillemot and Dan Muleski Committee Members Others Present: Kayla Lumaye, Public Works Director; Samantha Daugherty, Village Clerk and Tim Hale, resident 1. Chairperson Tammy Steward called the meeting to order at 10:00 a.m. 2. Discussion on Shore Acres Drive storm sewer rehabilitation – Kayla stated that she and Samantha met with the Village attorney to discuss how to proceed with the project following the receipt of a email from Tim Hale stating that he would agree to permitting temporary access on his property in exchange for a one-time payment of $1,500. Our attorney stated that we should be receiving permanent access to his property for that price. Our attorney also advised us to start by getting easements as the pipe sits currently. Our attorney also stated that to obtain an easement from Matt Wartman, we would have to work with the trustee of his estate and not him directly. The committee asked that Kayla follow up with MSA and get their advice on the project. Kayla stated if we were to go with the plans as proposed we would likely need to go out to bid. The committee will discuss this again at the next meeting. 3. Discussion on ditch filling on Huffman Road – Kayla presented two proposals for filling in the steep ditch on Huffman Road. The committee discussed doing this project when the snow melts so that the fill settles less. Motion Muleski, second Guillemot to approve the proposal from Earth Inc. dependent on weather conditions. Motion carried. 4. Discussion and possible action on posting weight limit on Huffman Road – Kayla explained that the road could be weight-restricted only during the spring, rather than year-round. Tammy asked whether the weight limit could be posted from spring through fall. Kayla noted that the Grand Rapids restricts its section of Huffman Road only during the spring. Motion Muleski, second Guillemot to approve a seasonal weight limit on Huffman Road. Motion carried. 5. Discussion on 2023-2028 and 2029-2034 capital improvement plans for sanitary and storm sewer rehabilitation and public works equipment – The committee reviewed the 2023–2028 and 2029–2034 Capital Improvement Plans (CIP). One question the committee had was whether the village crew could construct the proposed salt shed in 2033. Kayla stated that they most likely could. 6. Superintendent’s report – Kayla stated that the street, stops and curve warning signs have been installed on the new streets in Bridgewater. 7. Set next meeting date and time - Next meeting will be held on January 21st at 11:00 AM.
