VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 WATER UTILITY COMMITTEE MEETING MINUTES July 9th, 2025 8:30 A.M. Members Present: Jamie Biegel, Chairperson; Patty Gapen and Mark Honkomp, Committee Members Others Present: Kayla Lumaye, Water Superintendent 1. Chairperson Jamie Biegel called the meeting to order at 8:29 A.M. 2. Discussion and possible action on reimbursement resolution amendment– Kayla stated that the reimbursement resolution for the safe drinking water loan (SDWL) needs to be amended again. The committee reviewed an email from the loan coordinator from the Department of Natural Resources along with the costs submitted for the SDWL. The email suggests that the reimbursement resolution be large enough to cover construction expenses such as materials, contingencies, mobilization, etc. and would not include engineering design costs. The email also suggests that the resolution amount be 25% more than what the municipality expects they will need to over construction. The committee recommends amending resolution 24-04 to change the not to exceed price to $1,205,115 from $1,177,344.95. 3. 2026 Budget – The committee reviewed the water budget. A draft budget was started. The committee is waiting on the full rate case to go into effect before editing their revenues. 4. Superintendent’s report - Kayla stated that the University of Wisconsin – Madison has created utility report cards for each utility in Wisconsin. The report card grades water quality, infrastructure and operations, finances and communications. Mark suggested the report card be incorporated in the newsletter. 5. Set next meeting date and time The next meeting will be held on August 20th at 7:00 AM.
