Water Committee

VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 WATER UTILITY COMMITTEE MEETING MINUTES September 30th, 2025 9:30 A.M. Members Present: Jamie Biegel, Chairperson; Patty Gapen and Mark Honkomp; Committee Members Others Present: Kayla Lumaye, Water Superintendent 1. Chairperson Jamie Biegel called the meeting to order at 9:33 A.M. 2. Discussion and possible action on generator proposal – The committee reviewed and discussed generator proposals from Econ and Wolter. Kayla stated that there is about a 6 week lead time on the generator from Econ versus a 12-16 week lead time on the generator from Wolter. Motion Honkomp, second Biegel to approve the generator proposal from Econ for a total price of $55,900. Motion carried. 3. Discussion and possible action non water tower fence proposal – Kayla stated that a fence around the tower is necessary to prevent further vandalism. The DNR pointed out the lack of security at the sanitary survey. The committee asked that Kayla contact USG Solutions and verify how much room they would need to maneuver equipment when inspecting, maintaining and/or painting the tower. They also would like to know if USG knows of other fence companies that we could work with. Kayla will contact USG and bring answers to the next committee meeting. 4. Discussion on 2026 Budget – Kayla stated the auditor submitted the rate case study to the PSC last Wednesday. As of when the application was submitted, the rate increase was 46.33%. The PSC could require a higher or lower rate. The revenues will be entered into the budget using a 46.33% increase. The committee will finalize their budget at the next committee meeting. 5. Superintendent’s report - Kayla stated the DNR sanitary survey was held on the 17th. The DNR had a couple of recommendations that need to be addressed but had no requirements. The recommendations are to have smaller containers for our chemicals so that they stay fresh and get delivered at least every 45 days. Slope the asphalt away from the overflow at the tower so that if it drains it will go towards the grass and not the tower. And to install a fence around the tower for security purposes. 6. Set next meeting date and time The next meeting will be held on October 29th at 8:00 AM.
