VILLAGE OF BIRON 451 KAHOUN ROAD, WISCONSIN RAPIDS, WI 54494 WATER UTILITY COMMITTEE MEETING MINUTES February 24th, 2026 9:00 A.M. Members Present: Jamie Biegel, Chairperson; Patty Gapen and Mark Honkomp, Committee Members Others Present: Kayla Lumaye, Water Superintendent; Peggy Doughty, Utility Clerk 1. Chairperson Jamie Biegel called the meeting to order at 9:00 A.M. 2. Discuss updates on PSC information request and status of rate case study – Kayla stated that she and Peggy met with the PSC and the auditor to discuss the information request on 2/10/2026. The PSC has additional questions related to industrial users, which are delaying the auditor’s completion of the response. The PSC also issued a separate information request regarding the investigation into the unauthorized construction of well 3. Kayla, Peggy, and Sam worked together to address the majority of those questions. The auditor submitted the responses yesterday, and we are now awaiting feedback from the PSC. 3. Discussion and possible action on water utility regulatory compliance policy – Kayla explained that this policy was created in response to a question from the PSC as part of its information request related to the investigation into the unauthorized construction of Well 3. Specifically, the PSC asked the utility to “describe what steps the utility will implement to prevent unauthorized construction in the future”. Motion Honkomp, second Biegel to approve the water utility regulatory compliance policy as written. Motion carried. 4. Discussion and possible action on resolution 26-02 adopting the water utility regulatory compliance policy – Kayla stated this resolution is to adopt the water utility regulatory compliance policy. Motion Honkomp, second Biegel to approve resolution 26-02. Motion carried. 5. Superintendent’s report - Kayla stated that the furnace was installed at the well house last Wednesday. Kayla stated that Biron was nominated for Water System of the Year. 6. Set next meeting date and time The next meeting will be held on March 25th at 7:00 AM.
