WATER UTILITY COMMITTEE MEETING MINUTES
June 2nd, 2026 5:00 P.M.
Members Present: Jamie Biegel, Chairperson; Dan Sullivan and Mark Honkomp, Committee

1. Chairperson Jamie Biegel called the meeting to order at 5:00 P.M.
2. Discussion on opening a new non-interest bearing checking account for the Safe
Drinking Water Loan
Kayla reported for the upcoming Safe Drinking Water Loan, there is a requirement of
opening a non-interest bearing checking account to receive disbursements. This
account will receive wire transfers only and will transfer money to Utility Checking to pay
the invoices received from the contractors for the project. This will be through Nekoosa
Port Edwards State bank and setup the same as our existing accounts. The wire fee
cannot be waived and therefore will be included in the budget for the project.
3. Discuss updates on PSC rate case study
The PSC and staff continue to exchange information requests. At this time, there are no
additional updates to report.
4. Discussion and possible action on lateral connection refunds
Peggy reported that the PSC rate case study found that the $500 lateral charge was
incorrectly assessed to approximately 55 residential and commercial property owners.
The committee asked that staff determine if issuing refunds will require board action. If
board approval is necessary, four of the seven board members would need to recuse
themselves because they would personally receive a refund. The total refund amount is
$27,500. The refunds would be paid from the utility's non-lapsing fund.
5. Superintendent’s report
Kayla reported that the cla-val repair kit arrived last Wednesday; however, the crew have
not yet had an opportunity to install it. She also reported that well 2 failed in mid-May
and has been offline since that time. Each time the crew have been at the well to attempt
a changeover, well 3 has been operating and therefore could not be taken offline. Before
repairs can be made to the cla-val on well 3, staff must first determine if well 2 can be
safely returned to service. Once well 2 is operational, well 3 can be taken offline to
complete the necessary repairs. Lastly, Kayla reported that Jordan took his Water
Operator License examination last Thursday. Exam results are expected within two to
four weeks.
6. Referrals for next meeting
Updates on PSC rate case study and updates on CTH U project.
7. Set next meeting date and time
The next meeting will be held on July 7th at 5:00 PM.
