In attendance: Karen, Doug, Kirk, Alex, Nick
1. Call to order and certification of notice posting
Karen called the meeting to order at 7:00pm. Katie certified that the meeting had
been published in the Mount Horeb Mail and Star News and on the town website,
the door of town hall and emailed to subscribers.
2. Approval of agenda
Doug motioned to approve the agenda. Motion carried 5-0
3. Approval of January 2022 minutes
Nick moved to approve the minutes. The minutes were approved 5-0
4. Chairman's report and acknowledgments
nothing to report
5. Citizens’ Input
none
6. Treasurer’s report
January deposits:$852,638.44 The first installment of transportation aid was
received this month. Tax season went fairly smoothly, other than the post office
delivery issues. Total Account balance:$1,312,000.04
Karen made a motion to approve the treasurer’s report and the motion carried
5-0
7. Clerk’s report
The February Primary is next Tuesday and we are all set with poll workers. There
were no permits for new construction this month. Bills were very routine.
Karen made a motion to approve the clerks report. Motion carried 5-0
8. Payment of bills
Doug moved to pay the bills. Motion carried 5-0
9. Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and
District 1 EMS Reports
The IH is in the shop to work on the hydraulics for the wing blade. This will be
under the warranty. We have gotten through the salt from last season and are
working down the older salt in the shed.
Mount Horeb Fire- 2022 ended up in the black, due to additional federal funds
and a donation from the estate of Rose McClare. There are no updates on the
unionization plan.
Black Earth Fire is still planning for the driveway survey.
10. Horribly Hilly Hundred Permit Application
We did not have a representative present, so no action was taken. A resident
was here to speak to the disruption on Ryan Road and the town patrolman spoke
again about the issues with clean-up after the event.
11. Discussion and possible decision on the replacement of the Ford 550 truck
We estimate the current truck would sell for about 40,000. With carryover and
reserve we could probably cover the cost of the new truck. The current truck is 8
years old, and we would need to order in March for a 2023 truck.
Kirk Lynch moved to approve the acquisition of a 2023 F-550 for replacement of
the current truck with the current truck to be sold. Motion carried 5-0
12. Year-End Financial Review
Heather went over a high level look at the 2022 financials in preparation for the
town meeting. Overall the budget looked good as we brought in slightly more
than we had budgeted for. Total expenses for the year were $2.9 million.
13. Reserve Accrual
14. Discussion regarding listening session with Dane County Land and Water
Resources coordinated by the Dane County Towns Association
The session was good and Nick would like to follow up with Jeremy on some of
the things that were discussed. Jeremy also said he would call into meetings that
are discussing projects. They are discussing putting together a fact sheet. The
town would like to discuss a preliminary review letter.
15. Approval of elections inspectors for 2023-2024
Doug made a motion to approve the elections inspectors for 2023-2024. Motion
carried 5-0.

Nick made a motion to adjourn the meeting. Motion carried 5-0. Meeting
adjourned at 8:06 pm.
