Town of Vermont Board Meeting March 13, 2023 Vermont Town Hall 4017 County Rd JJ, Black Earth WI 53515 7:00 P.M. 1. To Join the meeting by phone: +1 347-896-0991 PIN: 481 262 925# In attendance: Karen, Doug, Nick, Alex 1. Call to order and certification of notice posting Karen called the meeting to order at 7:00 pm. Katie certified that the notice had been posted according to statute, on the door of town hall, on the website and emailed to subscribers. 2. Approval of agenda Doug motioned to approve the agenda. Motion carried 4-0 3. Approval of February minutes Karen moved to approve the minutes. Minutes were approved 4-0 4. Chairman's report and acknowledgments Karen made note of the passing of John Hallick and also provided an update on the illumination of the Vermont Church steeple 5. Citizens’ Input None 6. Treasurer’s report Deposits this month consisted only of interest. The total balance across all accounts was $571,819.70 at the end of the month. A resident alerted us that they have sent a certified letter regarding the tax bills that were not delivered. Heather will follow up with those residents about late tax payment issues and will reach out to the county treasurer as well. Nick moved to approve the treasurer’s report. Motion carried 4-0 7. Clerk’s report The February election went smoothly and we are getting ready for the April election. Bills this month included paying the poll workers and also paying out mandated expenditures for the school districts and for our portion of the building loan for Mount Horeb. Moved to approve the clerks report. Motion carried 4-0. 8. Payment of bills Doug moved to pay the bills. Motion carried 4-0 9. Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and District 1 EMS Reports The salt shed is getting down to the point where it was two years ago. The IH has been giving us some issues with the hydraulics. It will be going in for some more work tomorrow to sort out the problem. The weight limit signs are up. No meeting for MHFD, Black Earth Fire organized an active shooter training that Mazo and District 1 were invited to, but did not attend. District 1 has hired a new staff member. They are also working on a new company to handle the billing/invoices. 10. Horribly Hilly Hundred Permit Application The board looked over the route and called out some points where safety is a particular concern. They asked that mailings be sent to residents along the route. A local resident voiced his opinion that the event should not be permitted. The race organizer says they will use cones to mark turns rather than stickers on the road. The event is proposed for June 17. Karen made a motion to approve the permit application for the Horribly Hilly Hundred for 2023. Motion seconded and carried 4-0. 11. Year-End Financial Review Heather went over the 2022 revenues and Katie went over the 2022 expenses. 12. Reserve Accrual tabled 13. Review of the Ford 550 build out bid Karen will sign the Double D bid paperwork, as it was approved at last last month’s meeting. 14. Review and possible approval of letter to Dane County Land and Water Resources following listening session coordinated by the Dane County Towns Association Tabled until next meeting, for completion of letter 15. Consideration and possible approval of appointment of Tim Pierce as Plan Commission chair to replace Doug Meier Alex made a motion to approve the appointment of Tim Pierce as Plan Commission chair to replace Doug Meier. Motion carried 4-0 16. Town website updated and content review assignments Gary Cox walked the board through the new website layout and each board member chose a tile to review. 17. Consideration and possible approval of updated Welcome Letter Nick walked through the new version of the welcome letter with the board. 18. Planning for upcoming Visioning/Strategic session with Mark Roffers as the Town begins work on developing cooperative boundary agreements with surrounding Villages The board discussed plans to meet with Mark Roffers to begin the process of drafting a cooperative boundary agreement. The meeting will be at 6 pm, prior to the April board meeting. 19. Planning for Annual Town Meeting Agenda - April 18th Nick will present on soils in Vermont, Karen went through the other suggested agenda items. A flyer will be distributed at the election to raise awareness. 20. Motion was seconded and carried 4-0. Meeting adjourned at 8:59
