DRAFT MINUTES TOWN OF VERMONT PLAN COMMISSION MEETING July 24, 2023 – 6:00 p.m. Call to order and posting certification. Tim called the meeting to order at 6:00 p.m. The meeting was properly noticed: posted on the front door of Town Hall, posted on the town website, emailed to the online subscribers, and published in the Mount Horeb Mail and Star News. Present: Tim Pierce, Diane Anderson, Dean Bossenbroek, Jim Elleson, Doug Meier, Scott Moe Absent: Nick Balster Approval of agenda Doug moved and Dean seconded a motion to approve the agenda. Motion carried 6-0. Approval of June meeting minutes Jim moved and Doug seconded a motion to approve the June meeting minutes. Motion carried 6-0. Public Input/General Comments • Then and Now Exhibit photos will be set up in the Town Hall and will be on display at the Town picnic. David Stanfield will make a presentation at the next meeting. • Dean Bossenbroek o What do we do when someone violates our ordinance or ridgetop protection? o Do we put it on the professionalism of the architect or contractor? o Would a penalty assessed annually be possible? o We could get the plans from the building inspector if there’s a problem. Chair’s Report • Town of Vermont Site Visit Notes to be considered at next meeting. Homesite and Driveway Application, Dan Schneider & Jennifer Abplanalp • The driveway and building envelope were staked. • Sight Lines were adequate. • This is a shared driveway. Doug moved and Scott seconded a motion to approve the homesite envelop. Motion carried 6-0. Jim moved and Doug seconded a motion to approve the homesite driveway. Motion carried 6-0.  Solar Energy Ordinance. Working topic. Items discussed to be included in the ordinance were: • Recommissioning, including, remediation, road damage, joint development plan and mowing • Different level of solar energy o Individual o Community o Farms (large scale) • Requiring the use of a PDR for every 5 acres • Zoning, CUP is required in HC and FP-35 zones. • Can something be grown underneath the panels? • Need to comply with PC erosion control. Driveway and outstanding permits review, Procedural • The list of completed driveways was reviewed and updated. Agenda items for the next meeting.
