Minutes Town of Vermont Public Budget Hearing for 2024 Budget 4017 County Rd JJ, Black Earth WI 53515 December 11, 2023 ​ 6:30-7:00 P.M. ​ Vermont Town Hall ​ 4017 County Rd JJ, Black Earth WI 53515 ​ ​ The meeting was called to order at 6:30 pm. ​ Heather talked through the revenue side of the budget. The Levy limit allows us to go up 2.75% from the previous year. Act 12 also has resulted in some changes to public safety funding that also affects some of our funds that pass through to the public safety departments. A few other changes: the Ford truck was sold this year, so the misc revenue anticipated for 2024 for that truck we have already received in Dec of 2023. ​ On the expenditures side, there were very few changes. Increasing costs led to higher anticipated expenditures in propane, health insurance and postage, and the upcoming presidential election year will require a higher budget for elections supplies, postage and poll workers. ​ David Stanfield moved that the residents approve the 2024 budget. Approval of agenda Karen called the meeting to order at 7:00 pm. Katie certified that the meeting was posted according to statute. Alex made a motion to approve the agenda. Motion carried 4-0 2. Approval of November minutes Kirk made a motion to approve the November meeting minutes. Motion carried 4-0 3. Chairman's report and acknowledgments Thank you to the residents who attended the budget meeting 4. Citizens’ Input A resident asked about a recent wreck on 78 but no one had any additional information. 5. Treasurer’s report Deposits for the month totaled $9,163.98 The town transferred some money from the investment account to cover the needs through the end of the year. Kirk made a motion to approve the treasurer's report. Motion carried 4-0 6. Clerk’s report There were two new single family building permits this month: 4776 Blue Mounds Trail and 4663 Old Indian Trail. Bills of note this month included paying CEDP for the phase 1 work on hydrology for the Bohn Road Bridge.and also our annual payment for our security system and alarm registration as well as a charge for a repair call for the garage security system. Alex made a motion to approve the clerks report. Motion carried 4-0 7. Payment of bills Doug made a motion to pay the bills. Motion carried 4-0 8. Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and District 1 EMS Reports Jack and Tim did the first few snow plow rounds of the season. Jack will have the tires on the IH siped because no one still does the tire studding. Black Earth Fire is working on revising their cost estimates for equipment. District 1 is still looking into a new chief. 9. Homesite and Driveway Application, Justin & Anne Markofski, Old Indian Trail These had been previously approved under a previous owner and a rezone is not required. The building envelope is slightly different from before but the planning commission has no concerns. There is a driveway easement on the property and there is a gate at the current entrance. The new residents would prefer to have an entrance without a gate, so the applicants want a separate driveway entrance. The entrance is at the top of a hill so sightlines are good. The people with the easement are in support of this decision. The two driveways are about 12 feet apart. Kirk made a motion to approve the homesite envelope for Justin & Anne Markofski at Old Indian Trail. Motion carried 4-0. Doug made a motion to approve the driveway entrance being moved about 12 feet for Justin & Ann Markofski at Old Indian Trail. Motion carried 4-0 10. Consideration and possible approval of 2024-2025 Election Inspectors Karen made a motion to approve the list of election inspectors. Motion carried 4-0 11. Bohn Road Bridge planning and funding update No update from the county at this time 12. Review and possible approval of 2024 Town of Vermont Budget review and discussion The residents in attendance voted to approve the budget at the budget meeting. Doug made a motion to approve the 2024 budget. Motion carried 4-0 13. Consideration and possible approval of ATV/UTV survey from subcommittee to be included in upcoming mailing with property tax bills Karen made a motion to approve the survey and to mail it out with the property tax bills. Motion carried 4-0 14. Discussion regarding potential for future land expansion around town hall Jack suggests that we buy a piece of land on each side of the town hall, in order to have additional space for a shed. The board discussed whether there is any benefit to acquiring additional land downhill from the parking lot. Karen proposes that we add this to next month’s agenda as a closed session item. 15. Cooperative Boundary Agreement discussion and review of next steps The subcommittee continues to discuss the potential agreement with Mount Horeb 16. Accessory Building Approval Process, Plumbing Code options, and Options for non-farming land owners The planning commission would like to take the less burdensome approach and allow for drainage onto the ground for condensate lines. 17. Consideration and possible approval of Ridgetop Protection Enforcement Option In order to legally enforce our current ridgetop protection would be to have a zoning ordinance. The town does not currently have one. This would be a natural resources zoning overlay for ridgetop areas. The board feels its best to wait until the comprehensive plan gets updated to see if we want to pursue a zoning option. 18. Fire District and EMS discussion These conversations are ongoing 19. Document retention planning/preservation opportunities with digital and paper documents We will look into some more file storage boxes 20.
