In attendance: Karen, Doug, Nick, Alex, Kirk
1. Call to order and certification of notice posting
Karen called the meeting to order at 7:00 pm. Katie certified that the meeting was posted
according to statute on the website and the door of town hall and agendas mailed to adjoining
property owners.
2. Approval of agenda
Doug made a motion to approve the agenda subject to moving item 15 to item 12. Motion carried
5-0
3. Approval of March minutes
Nick made a motion to approve the minutes. Motion carried 5-0
4. Chairman's report and acknowledgments

6. Treasurer’s report
Heather reports that there was not much activity this month, just interest. Total available funds
are just over 500,000, and the reserve balance at the end of the year was 230,000. Karen made a
motion to approve the treasurer's report. Motion carried 5-0
7. Clerk’s report
Bills of note this month include quarterly payments to Equity Appraisal and Black Earth Fire. We
also paid the poll workers for the April election. We paid $8000 for the tractor lease as well. The
arm mower was rented but we haven’t seen a final billing statement from that yet. The April
election is complete. The Wisconsin Heights referendum passed and Doug and Nick retained
their board seats. The weather made for an exciting day with road conditions on JJ very unsafe.
A tree also fell into the parking lot near the fuel tank during the afternoon. Thanks to all the poll
workers, who did a great job.
There is one permit this month for a new commercial building at Tyrol Basin.
Kirk made a motion to approve the clerks' report. Motion carried 5-0
8. Payment of bills
Doug made a motion to pay the bills. Motion carried 5-0

Reports
Jack took the salter off the truck today, a lot of trees came down in the wet heavy snow Tuesday.
MHFD: there is an upcoming listening session prior to any new year budget planning. There will
be a CPA doing an audit as part of the requirements for the USDA loan for the building. There
will also be a 2% dues audit for MHFD as well as most of the departments in Dane County. A new
Rescue 40 committee is starting, even though an ambulance was just delivered last year, but
there is a 6 year replacement cycle, and the ordering is two and a half years out.
Black Earth Fire, no news.
District 1 EMS budget is looking good.
10. Homesite Driveway and Home Site application, Bryant Fisher, near 9973 Greenwald Road
Mr Fisher wanted to slightly adjust the building envelope from what was previously approved
when the land was sold. The new driveway plan only changes on his side of the lot so no
changes are needed for the easement or shared driveway agreement. The new driveway works
better with the topography of the land and will require less excavation. Karen made a motion to
approve the homesite and driveway. Motion carried 5-0
11. Consideration and possible approval of the Up Up and Away Rollerski event permit
The proposed event will be Sat Aug 10 and have about 50 people. They have done this the last
few years. Kirk made a motion to approve the permit. The certificate of insurance is on file.
Motion carried 5-0
12. Consideration & possible action on ordinance regarding ATV/UTV use on Town of Vermont roads
Kirk looked at several ordinances from other municipalities in the state of Wisconsin. He also
looked at the regulations in Dane County and through the DNR. Nick suggested that we include a
requirement for lights to be on at all times. That was already in the proposed ordinance. There
was discussion about snowy conditions and bridges and the board also suggested the possibility
of a sunset period of two years, another suggestion was just to include that the board can revoke
the ordinance at any time. The board preferred the language of the latter. Nick made a motion to
adopt the ordinance pending a review by our attorney. Motion carried 5-0.
13. Review and possible action regarding delegation and building ordinance
The PC reviewed the sample ordinance from the state as our current ordinance was not in
compliance. The PC added that accessory buildings would only be regulated over 200 sq feet.
The PC recommended the ordinance for adoption. Next month will be the first reading of the
ordinance. Kirk made a motion to sign the delegation agreement. Motion carried 5-0.
14. Discussion and possible action regarding small land expansion around Town Hall for fuel tank
and possible storage addition
Kirk drafted a map and letter to go to the property owners adjoining town hall. The two areas on
either side of the building are .65 acres in total. Nick made a motion to send the letter to the
property owners. Motion carried 5-0. (Note: this letter will not be sent yet. It was determined after
the meeting that this will have to be decided at the annual meeting)
15. Review Final 2023 Financial Report and Reserve accrual schedule
Heather walked through the 2023 financial report in preparation for the annual meeting.

The board put together the agenda for the annual meeting.
