TOWN OF VERMONT PLAN COMMISSION MEETING 4017 County Hwy JJ, Black Earth, WI 53515 Monday August 26, 2024 - 6:00 P.M. Call to Order and Posting Certification Tim called the meeting to order at 6:00 p.m. The meeting was properly noticed: posted on the front door of Town Hall, posted on the town website, and emailed to the online subscribers. Present: Tim Pierce, Diane Anderson, Doug Meier, Scott Moe Absent: Nick Balster, Dean Bossenbroek, Jim Elleson Approval of agenda. Doug moved and Scott seconded a motion to approve the agenda. Motion carried 4-0. Approval of July meeting minutes. Doug moved and Scott seconded a motion to approve the June meeting minutes. Motion carried 4-0. Public Input – Public comments will be limited to 5 minutes per individual. None. Chair's report WI DOJ Open Meeting Compliance Guide Per WI-DOJ guidelines agendas going forward will include: • Public input will always have a time limit. • Must be recognized by the chair to participate in the discussion. • Items to be discussed in the chair’s report must be listed on the agenda. Zoning Application NR-I Overlay – Possible recommendation to the board. The Town of Vermont has petitioned itself for an overlay district of NR-I to be specifically used in ridgetop areas to regulate new construction and remodels of residential houses in order to limit the height to 28’ instead of the 35’ that is allowed. • Limit houses to 28’ in NR-I zoning. • Does not affect any current buildings on the property, only new construction. • If overlay is adopted, zoning will have the enforcement arm. • County will send a mailer out to all people affected by NR-I. • We can remove the NR-I overlay by sending in another rezone petition. Tim moved and Doug seconded a motion to recommend to the board approval of the zoning application NR-I overlay. Motion carried 3-1. Scott opposed.  Comprehensive Plan Review – Working topic. This topic has been moved to the September meeting. Agenda items for the next meeting. Comprehensive Plan Review Next Meeting Date. Monday, September 23, 2024, 6:00 p.m. Adjournment Scott moved and Diane seconded a motion to adjourn. Motion carried 4-0.
