Minutes Town of Vermont Public Budget Hearing for 2025 Budget 4017 County Rd JJ, Black Earth WI 53515 December 9, 2024 ​ 6:30-7:00 P.M. ​ Vermont Town Hall ​ 4017 County Rd JJ, Black Earth WI 53515 ​ In attendance: Karen Carlock , Doug Meier , Alex McKenzie , Kirk Lynch , Nick Balster David Stanfield, Sandie Stanfield, jack schulenberg , John Coffin, Gary Cox, Scott Moe, Mark Haukoos ​ 1. Call to order ​ Karen called the budget hearing to order at 6:30 ​ 2. Hearing of the 2025 budget ​ David Stanfield made a motion to approve the $24,000 for the land purchase for the cold storage shed site. Motion passed 6 to 0. ​ David made a motion to approve the 2025 budget for the town of Vermont. Motion seconded by Jack and carried 7-0. ​ Karen made a motion to adjourn and the motion carried. Meeting adjourned at 7:04. ​ Town of Vermont Board Meeting December 9, 2024 Vermont Town Hall 4017 County Rd JJ, Black Earth WI 53515 ​7:00 P.M. ​ To Join the meeting by phone: +1 347-896-0991 PIN: 481 262 925# 1.​ Call to order and certification of Notice Posting Karen called the meeting to order at 7:05 pm. Katie certified that the meeting was posted according to statute, and emailed to subscribers. 2.​ Approval of agenda Nick motioned to approve the agenda. Motion carried 5-0 3.​ Approval of November minutes Nick made a motion to approve the November meeting minutes. Motion carried 5-0 4.​ Chairman's report and acknowledgments none 5.​ Citizens’ Input none 6.​ Treasurer’s report The current balance is $403,634.64 and the net income is $178,110.36. We did receive the shared revenue/Act 12 funds this month. 7.​ Clerk’s report The most significant bill this month was for the insurance policies for 2025. There was one permit this month for new construction. 8.​ Payment of bills Doug made a motion to pay the bills. Motion carried 5-0 9.​ Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and District 1 EMS Reports Jack has been working on tree trimming. Andy has been working on that as well. The one ton tires seem a bit slick, Jack reports that the truck has been losing traction when the frost is coming up out of the roads. Kirk made a motion to approve up to $3000 for tires for the F550, based on feedback from the patrolman. Motion carried 5-0. This expense could occur in 2024 or 2025. District 1 and Arena are continuing discussions and are more likely to do a contract for service instead of combining fully. 10.​Consideration and possible approval of 2025 Town of Vermont budget Kirk made a motion to approve the 2025 budget for the town of Vermont. Motion carried 5-0. 11.​Update on the status of the Bohn Road Bridge project The bridge design will not include guardrails, and will have a wide shoulder instead. This reduces both initial costs and long term maintenance. This saves quite a bit of money. Bids will go out fairly soon and next month we hope to have a full schedule from Ray. We will notify residents as soon as possible. 12.​Update on the status of the Cooperative Boundary Agreement Alex met with Mount Horeb in October and they are really not interested in looking at their comprehensive plan as it was recently redone. They are limited in northward expansion because they can’t pump water up that way due to limitations of the water tower. We have asked for a “heads up” if they are looking at anything in this direction. Mark did draft a simple agreement that would ask for a 6 month heads up in exchange for Vermont agreeing not to build anything proactively that would prevent their expansion. It would be a 10 year agreement. 13.​Review of the facilities assessment by the Department of Homeland Security The report is fairly lengthy however in discussing with David Melby, the items he called out particularly in relation to physical security for the building were creating a physical barrier that could be placed in front of the building to prevent the building being struck by a vehicle, which occurs by accident more often than not. He suggested some sort of planter and that something could likely be fabricated that could be moved with pallet forks and the Bobcat. Also, for better security for the clerks office, a service window that can be closed from within would be preferable to having people able to access the interior of the clerks office. 14.​Appointment of election inspectors for the 2025-2026 election cycle This was done in Dec 2024, and does not need to be done this year. 15.​Review and possible action regarding updates from Land & Water Resources No updates, we should revisit in February 16.​Agenda items for January Bohn Road Bridge/phase 3 engineering 17.​Adjournment Kirk made a motion to adjourn the meeting.
