Minutes Town of Vermont Board Meeting May 12, 2025 Vermont Town Hall 4017 County Rd JJ, Black Earth WI 53515 ​ 7:00 P.M. ​ To Join the meeting by phone: +1 347-896-0991 PIN: 481 262 925# ​ In attendance: Kirk Lynch, Alex McKenzie Polly Kawalek Nick Balster Doug Meier 1.​ Call to order and certification of notice posting Kirk called the meeting to order at 7:00pm. Katie certified the meeting had been posted according to statute 2.​ Approval of agenda Polly made a motion to approve the agenda. Motion carried 5-0 3.​ Approval of April minutes Nick made a motion to approve the April meeting minutes. Motion carried 5-0 4.​ Citizens’ Input Mark Hakoos spoke about his concerns about previous property development in the town. 5.​ Treasurer’s report Heather presented her report. The current balance is just over $670,000 between the accounts. We got the second of the General Transportation Aid payments and our lottery credit. 6.​ Clerk’s report Bills of note for the month included payments for patch and the excavation work for the culvert on Bluebird Trail. There was one permit issued for a new home at 3972 County JJ. 7.​ Payment of bills Doug made a motion to pay the bills. Motion carried 5-0 8.​ Patrolman Report, Mt. Horeb Fire Department, Black Earth Fire District and District 1 EMS Reports The work on Moe road will begin on May 19. We will really need two more loads of patch and can propose a budget amendment next month for that. No updates on MH fire. District 1 has put up an ad for a new director. Black Earth and Mazo are continuing to talk about merging but no forward progress has been made recently. 9.​ Consideration and possible approval of the rezone of the property around the town hall Doug made a motion to move from RM-16 to GC for the slivers of land we are acquiring. Motion carried 5-0. Doug made a motion to move from LC to GC for the town hall property. Motion passed 5-0 10.​Discussion and possible action regarding funding of the Bohn Road bridge project  Kirk provided an update to the bridge project, which will begin on Monday May 19. The road will be closed for at least two weeks. They will crown it with gravel until the paving can be done. 11.​Resolution to rename Reilly Road/Moll Road as Reily Farm Road, to meet the requirements for Dane County road naming conventions. Kirk made a motion to rename Reilly Road/Moll Road as Reily Farm Road. Motion carried 5-0. 12.​Final approval of Intergovernmental agreement between the town of Vermont and the Village of Mount Horeb. Kirk made a motion to approve an Intergovernmental agreement between the town of Vermont and the Village of Mount Horeb. Motion carried 5-0. 13.​Review draft minutes from annual Town meeting and discuss any action items or future board agenda topics No action was taken. Polly mentioned the importance of the comprehensive plan and taking into consideration the growth in the larger area. 14.​Agenda items for June 9 Liquor license renewal, Tyrol Basin Event permits, Tyrol Basin Update on Bohn Road Bridge project Budget amendment for conservation and development Roads committee report 15.​Adjournment Polly made a motion to adjourn the meeting.
