TOWN OF VERMONT PLAN COMMISSION MEETING 4017 County Hwy JJ, Black Earth, WI 53515 Monday, June 22, 2026, 6:00 P.M. Call to order and posting certification Tim called the meeting to order at 6:00 p.m. The meeting was properly noticed: posted on the front door of the Town Hall, posted on the town website, emailed to the online subscribers, and published in the Mount Horeb Mail and Times Tribune. Present: Tim Pierce, Dean Bossenbroek, Jim Elleson, Mike Euhardy, Polly Kawalek, and Max Scoll Absent: Doug Meier Approval of agenda Jim moved and Dean seconded a motion to approve the agenda. Motion carried 6-0. Approval of May meeting minutes Polly moved and Jim seconded a motion to approve the May meeting minutes. Motion carried 6-0. Public input/general comment Mark Haukoos shared a document with Polly to read for next meeting. Brian & Marie Martinell, 4025 State Highway 78. Guidance on possible rezone. • Brian and Marie would like to put an accessory building up on their property. • The current property has 2 lots; Lot 1 has the house; Lot 2 has a preexisting shed. • The only way to get an accessory building on a parcel is if you are farming or have a residence on that parcel. • Lot 2 was rezoned to RR but does not have an available PDR. • The shed on Lot 2 is currently a nonconforming building. • The CSM was done in 1989. • They need to combine the 2 parcels into a single parcel to eliminate the nonconforming status. • Brian would like to change the footprint by adding a 12-foot extension to the building. • Wyser Engineering will do the CSM, erosion control, shoreland zoning permit and shoreline erosion control etc. Scott Lee is requesting guidance on possible build on joint driveway at 9421 Union Valley Road. • Scott was not present at the meeting. • He owns land along Union Valley Road. • There are no PDRs available on that contiguous land. • There is a private driveway that has 3 houses in the Town of Vermont and one house in the Town of Cross Plains. • Chapter 75 of Dane County also limits 4 houses per driveway. • Landowners could petition the Town of Cross Plains to make it a town road. • Scot does not intend to proceed with this. Comprehensive Plan Review • The PC reviewed suggestions made by Jim and Mike to the preliminary County plan. • The PC prefers a shorter document. • Some of the criteria are set by statute. • Polly suggested having a cliff notes version. We will take another round and have Bridgit come out in either August or September to walk us through the document. Agenda items for the next meeting Martinell Fleming Comprehensive Plan Next Meeting Date. July 27, 2026, at 6:00 pm Adjournment Dean moved and Polly seconded a motion to adjourn. Motion carried 6-0.
