Airport Committee Meeting

The Airport Commission met at the Black River Area Airport on February 1, 2024 at 5:30 P.M. Commissioners Desiree Gearing-Lancaster, Ed Chamberlain, Garth Rolbiecki and Kylee Wussow. Other attendees included Airport Mgr. Dale Klevgard, Larry Lunda, Tom Cooper, Rachel Stubfors and Brad Hornish. 1. The meeting was called to order at 5:30 P.M. by Chairperson Gearing-Lancaster. 2. It was moved by Commissioner Rolbiecki; seconded by Chamberlain to approve the October 12, 2023 minutes, with proposed changes. Motion carried. 3. It was moved by Commissioner Chamberlain; seconded by Wussow to place on file the Financial Report/Vouchers from Klevgard. Motion carried. 4. Airport Manager’s Klevgard presented his report which included: Perimeter of airport/cleanup: Jeff Casper has begun cleanup of fence line. Discussion of equipment needed/cost estimate and treating tree stumps. Manager Klevgard states that the cost should not exceed $1,500.00. Motion made by Commissioner Chamberlain to approve this cost; seconded by Commissioner Rolbiecki. Motion carried. 5. Petition for Airport Development Projects: Committee reviewed October 12, 2023 discussion of the airport’s “Master Plan” for development. Discussion of public hearings and additional amendments that include possible construction runway 8/26, taxiway Alfa, approach lights, purchase of snow removal/mowing equipment, additional hangers, and the trees on approach. Manager Klevgard to compile exhibits. Commissioner Chamberlain states that Manager Klevgard would be appropriate to lead public hearings on this matter; commission agrees. Committee will discuss the scheduling of public hearings with city or county. 6. Act 12 Impact on Airport discussion with committee: Moved by Commissioner Robliecki to discuss any changes to lease paperwork with City Attorney Radcliffe or Corporation Counsel Attorney Sam Bach-Hansen if impacted by Act 12; seconded by Commissioner Chamberlain. Motion carries 7. Airport Manager Klevgard announced his resignation as the Airport Manager effective end of March. The committee commended Klevgard for his overwhelming dedication for the past 18 years. Discussion of replacement and job description. Manager Klevgard indicates that he will continue to train a replacement, as an independent contractor, and will reach out to Human Resources Manager for position posting to public. Moved by Commissioner Robliecki to open position; seconded by Commissioner Chamberlain. 8. Next Meeting: March 21, 2024 at 5:30 P.M. at the airport.  9.
