Minutes
The Airport Commission met at Black River Falls City Hall on March 21, 2024 at 6:00 p.m.
Commissioners Desiree Gearing-Lancaster, Ed Chamberlain, Garth Rolbiecki, Dale Hoff and
Kylee Wussow present. Other attendees included Airport Mgr. Dale Klevgard, Jeff Casper,
Dakota Tennant, Melissa Crawford, Daine Crawford and Larry Lunda.
1. Meeting was called to order at 6:02 p.m. by Commissioner Gearing-Lancaster.
2. It was moved by Commissioner Chamberlain, seconded by Commissioner Hoff to
approve the minutes from February 1, 2024 with approved changes to meeting location
and time following public hearing. Motion carried.
3. Petition for Airport Improvement Funding: requirements met for public hearing; next step
to submit the petitioner to the city/county with information to support the petition. Moved
by Commissioner Rolbiecki, seconded by Commissioner Chamberlain to approve.
Motion carried. Discussion of putting on the next city/county agenda; Mgr. Klevgard to
assist.
4. Airport Mgr. Klevgard announces that he will extend his position to May 4, 2024. Also
states that he has received four (4) applications for the manager’s position. Moved by
Commissioner Rolbiecki, seconded by Commissioner Chamberlain to convene to closed
session for purposes of discussion of applications and interviews of Applicants for
Airport Manager Position. Motion carried at 6:12 p.m.
5. It was moved by Commissioner Rolbiecki, seconded by Commissioner Chamberlain to
reconvene into open session to take action, if any and if appropriate. Motion carried at
7:12 p.m.
6. Commissioner Gearing-Lancaster announced to those present and on-line that the
meeting was back in session.
7. It was moved by Commissioner Rolbiecki, seconded by Commissioner Chamberlain to
recommend Melissa Crawford for the Airport Manager position. Motion carried.
Commissioner Rolbiecki suggests additional schooling/online courses to Melissa
Crawford to assist in her duties.
8. Motion to adjourn by Commissioner Rolbiecki, seconded by Commissioner Hoff to
adjourn. Motion carried at 7:17 p.m.

meeting will be limited to the Airport Committee as to the items posted on this agenda.
