Minutes
The Airport Commission met at the Black River Area Airport on October 16, 2025 at 5:30 P.M.
Commissioners Desiree Gearing-Lancaster, Ed Chamberlain, Garth Rolbiecki, Dale Hoff and
Kylee Wussow present. Other attendees included Airport Mgr. Frank Voge, Larry Lunda and
Jeff Butzer.
The meeting was called to order at 5:30 P.M. by Chairperson Gearing-Lancaster.
1. It was moved by Commissioner Chamberlain; seconded by Hoff to approve the July 2025
minutes. Motion carried.
2. It was moved by Commissioner Chamberlain; seconded by Rolbiecki to approve the
financial vouchers presented by Voge. Motion carried.
3. Airport Mgr. Voge presented his report which included:
a. Hanger Leases: contact has been made with family of deceased lease and they have
paid the lease for hanger;
b. Clearing: West end of airport has been taken care of;
c. Grant Update: grant has come in. Bureau of Aeronautics has to prepare the paperwork
to submit to state governor for approval
d. Review of Drone Survey Maps/Obstructions: DNR has marked out perimeter and no
interest in logging. Permission given to cut trees and leave lay. Mgr. Voge came in
and removed most of obstructions except one small area that airport does not
equipment to handle. Mgr. Voge will reach out to DNR.
e. Perimeter Fencing: undergrowth is coming up and it is something that needs to be
addressed. Committee suggests reaching out to city on cost of assisting for both sides
of the fence. Mgr. Voge to check for restrictions or documentation needed if applying
any chemicals. Moved by Commissioner Rolbiecki to approve; seconded by
Chamberlain.
f. Based Aircraft Data Registry: Mgr. Voge continues to work on this for BOA and
funding for every year.
g. Aircraft Accident: Mgr. Voge provides update to committee.
Next Meeting: January 15, 2026 at 5:30 PM.
4. Moved by Commissioner Hoff to adjourn; seconded by Rolbiecki. Motion carried at
5:57 P.M.
