Minutes
The Common Council met at City Hall in the City of Black River Falls on March 5, 2024 at 6:00 P.M.
Alderpersons Dougherty, Gearing-Lancaster, and Ammann were present. Alderpersons Wussow, M. Rave, and
E. Rave attended remotely via Zoom meetings. Alderperson Olson was excused. Mayor J. Eddy presided.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Ammann to dispense with the
reading of the minutes of the February 6, 2024 Common Council meeting and approve as presented. Motion
carried.

There was 1 citizen in attendance.

There were no updates on the County jail / justice center project.

It was moved by Alderperson Ammann, seconded by Alderperson Dougherty to place on file the minutes of the
February 1, 2024 Airport Commission meeting with change to #8 to reflect next meeting will be held at City Hall.
Motion carried.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Dougherty to place on file the
minutes of the February 12, 2024 Business Improvement District (BID) Board meeting. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Gearing-Lancaster to approve the minutes of
the February 21, 2024 Committee of the Whole meeting. Motion carried.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson E. Rave to place on file the minutes
of the February 26, 2024 Utility Commission meeting. Motion carried.

It was moved by Alderperson Ammann, seconded by Alderperson Dougherty to approve the application for a
Temporary Class B (Picnic) Retailers License from Black River Falls Athletic Boosters for the Great Tastes
Festival May 4, 2024 at 388 Melrose Street (Milt Lunda Memorial Arena). Motion carried.

ORDINANCE 885 – an ordinance amending Section 7.10 of the Code of Ordinances for the City pertaining to
the use of school bus warning lights was presented for the 1st reading. There was a recommendation to change
the word “must” to “may” in the last line of Item 1(b).

It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve posting a 35
MPH speed limit on Winnebago Avenue from the city limits westward for 2,780 feet. Motion carried.

It was moved by Alderperson Dougherty, seconded by Alderperson Wussow to approve the Revenue &
Expense Reports for December 2023. Motion carried.

It was moved by Alderperson Dougherty, seconded by Alderperson Gearing-Lancaster to adjourn. Motion
carried at 6:19pm.
