Common Council Meeting

The Common Council met at City Hall in the City of Black River Falls on May 7, 2024 at 6:06 P.M. Alderpersons Gearing-Lancaster and Dougherty were present. Alderpersons Wussow, Ammann, E. Rave, and Olson attended remotely via Zoom meetings. Alderperson M. Rave was absent. Mayor J. Eddy presided. ----------------------------------------------------------------------------------------------------------------------------------------------------- It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Dougherty to dispense with the reading of the minutes of the April 16, 2024 Common Council meeting (old business) and approve as presented. Motion carried. ----------------------------------------------------------------------------------------------------------------------------------------------------- It was moved by Alderperson Ammann, seconded by Alderperson E. Rave to dispense with the reading of the minutes of the April 16, 2024 Common Council meeting (new business) and approve as presented. Motion carried. ----------------------------------------------------------------------------------------------------------------------------------------------------- CITIZENS IN ATTENDANCE There were 2 citizens in attendance for agenda items. ----------------------------------------------------------------------------------------------------------------------------------------------------- There were no updates on the County jail / justice center project. ----------------------------------------------------------------------------------------------------------------------------------------------------- COMMITTEE REPORTS ----------------------------------------------------------------------------------------------------------------------------------------------------- It was moved by Alderperson Ammann, seconded by Alderperson Dougherty to place on file the minutes of the April 11, 2024 Business Improvement District meeting. Motion carried. ----------------------------------------------------------------------------------------------------------------------------------------------------- It was moved by Alderperson Dougherty, seconded by Alderperson Gearing-Lancaster to place on file the minutes of the April 29, 2024 Utility Commission meeting. Motion carried. ----------------------------------------------------------------------------------------------------------------------------------------------------- It was moved by Alderperson Ammann, seconded by Alderperson Olson to approve the Parks Maintenance Worker job description as presented. Motion carried. ----------------------------------------------------------------------------------------------------------------------------------------------------- The City Administrator provided an update on the shared ride taxi service. Total estimated deficit for 2024 is $61,883.94. An application for a planning grant was submitted to the Department of Transportation for a public transit study which will cost up to $25,000. This is an 80/20 grant so the local share would be up to $5,000. These grants are typically awarded in July. If awarded, the Mississippi River Regional Planning Commission would be contracted to complete the study which would take 1-2 months to complete. The MRRPC is currently doing a similar study for their SMART Bus program and are familiar and very capable of doing this type of study. ----------------------------------------------------------------------------------------------------------------------------------------------------- Letters of interest for the vacant Ward 2 Alderperson position were received from Jacob Peloquin and Victoria Michalski. Both individuals addressed the Council and answered questions. ----------------------------------------------------------------------------------------------------------------------------------------------------- The Council voted by written ballot to fill the vacant Ward 2 Alderperson position and then those votes were read aloud. Jacob Peloquin received 4 votes and Victoria Michalski received 2 votes. By majority vote, Jacob Peloquin was appointed to the Ward 2 Alderperson position. ----------------------------------------------------------------------------------------------------------------------------------------------------- It was moved by Alderperson Olson, seconded by Alderperson Wussow to adjourn.
