The Common Council met at City Hall in the City of Black River Falls on July 2, 2024 at 6:00 P.M. Alderpersons Gearing-Lancaster, Ammann, Peloquin, and Dougherty were present. Alderpersons Wussow, E. Rave, and Olson attended remotely via Zoom meetings. Alderperson M. Rave was excused. Mayor J. Eddy presided. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Peloquin to dispense with the reading of the minutes of the June 4, 2024 Common Council meeting and approve as presented. Motion carried. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ It was moved by Alderperson Dougherty, seconded by Alderperson Peloquin to dispense with the reading of the minutes of the June 25, 2024 Special Common Council meeting and approve as presented. Motion carried. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ CITIZENS IN ATTENDANCE There were no citizens in attendance. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ There were no updates on the County jail/justice center project. ---------------------------------------------------------------------------------------- ------------------------------------------------------------- COMMITTEE REPORTS ----------------------------------------------------------------------------------------------------------------------------- ------------------------ It was moved by Alderperson Olson, seconded by Alderperson Gearing-Lancaster to approve the minutes of the June 19, 2024 Committee of the Whole meeting. Motion carried. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ It was moved by Alderperson Wussow, seconded by Alderperson Dougherty to place on file the minutes of the June 24, 2024 Utility Commission meeting. Motion carried. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve ORDINANCE 887 as presented. Motion carried. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ CITY OF BLACK RIVER FALLS ORDINANCE NO. 887 AN ORDINANCE REPEALING AND RECREATING SECTION 14.17(2) OF THE CODE OF ORDINANCES FOR THE CITY OF BLACK RIVER FALLS, JACKSON COUNTY, WISCONSIN REGARDING PLAN EXAMINATION FOR COMMERICAL BUILDINGS The Common Council of the City of Black River Falls, Jackson County, Wisconsin, do ordain as follows: SECTION 1. Section 14.17 (2) of the Code of Ordinances of the City of Black River Falls is hereby repealed and recreated to read as follows: (2) Plan Examination. Drawings, specifications, and calculations for all the types of buildings and structures, except state-owned buildings and structures, to be constructed within the limits of the municipality shall be submitted, if the plans are for any of the following: (a) All commercial building, without size limitations. ------------------------------------------------------------------------------------------------------------------------------ ----------------------- ORDINANCE 888 – an ordinance repealing and recreating restrictions on keeping of fowl was presented. This was the 1st reading. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ It was moved by Alderperson Peloquin, seconded by Alderperson Gearing-Lancaster to approve the application for Class A Beer and Class A Liquor retailer license for Naaz Group, Inc for premises located at 448 North Water Street (Shell Station). Motion carried. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ It was moved by Alderperson Peloquin, seconded by Alderperson Dougherty to approve the application for a Temporary Class B Beer & Wine (Picnic) License for the Jackson County Ag Society for the Jackson County Fair July 30 through August 4, 2024 at 388 Melrose Street (Jackson County Fair Park). Motion carried. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ It was moved by Alderperson Olson, seconded by Alderperson Dougherty to deny the application for a liquor operators license from Cody R. Zimmerman based on a November 2022 conviction of selling alcohol to underage person which is substantially related to the circumstances of the applied for licensed activity. Motion carried. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ Page 1 of 2 There was discussion on invoicing for the Special Common Council meeting held on June 25, 2024 at the request of Black River Falls Youth Hockey for the sole purpose of considering their application for a Temporary (Picnic) Liquor license. The applicant was advised of the cost of a special meeting prior to it being requested. Eight Council members attended the special meeting at a total cost of $800. If the applicant is not invoiced for the meeting, then the City would absorb that cost using tax payer dollars. Council members’ pay is set by ordinance and cannot be waived. Council members have the option of donating their pay back to the City or donating to the fundraising event or the applicant if they choose. Council members expressed concern with this cost going against the applicant’s fundraising event, but they also did not feel the tax payers should be responsible for it either. No action was taken. The applicant will be invoiced $800 for the special meeting. ----------------------------------------------------------------------------------------------------------------------------- ------------------------ It was moved by Alderperson Olson, seconded by Alderperson Peloquin to adjourn.
