Black River Falls Police Committee Meeting Minutes A meeting of the police committee was held at City Hall in the city of Black River Falls on October 9, 2025 at 9:30 AM. In attendance where Rob Stapel and Randy Eddy. Committee president Rob Stapel presided. 1. The meeting was called to order by Rob Stapel at 9:30 AM following a brief internet outage that delayed the start time from the originally scheduled 9:00 AM start time. a. In attendance via zoom was Jerilyn Jacobs and Joy Taylor. Present via telephone was Kenneth Taylor Sr. 2. It was moved by Rob Stapel, seconded by Randy Eddy, to adjourn into close session for the purpose of reviewing the Citizen complaint received from Joy Taylor which is authorized by section 19.85(1)(a) of the Wisconsin Statutes. Motion carried by roll call vote at 9:36 AM. 3. It was moved by Randy Eddy, seconded by Rob Stapel to reconvene into open session to take or announce action if any, and if appropriate motion carried at 10:14 AM. a. Joy Taylor was advised she would receive a letter on behalf of the Police Committee no later than October 13, 2025. b. A copy of the Police Committee’s written Determination would accompany the letter. c. There would be no further Police Committee meetings reference the complaint. 4. It was moved by Randy Eddy, seconded by Rob Stapel to adjourn. Motion carried at 10:22 AM.
