Minutes
The Common Council met in special session at City Hall in the City of Black River Falls on June 18, 2025 at
6:00 P.M. Alderpersons Ammann, Peloquin, Dougherty, Busse and Gearing-Lancaster were present.
Alderpersons M. Rave and Wussow attended remotely via Zoom meetings. Alderperson E. Rave was excused.
Mayor J. Eddy presided.

It was moved by Alderperson Peloquin, seconded by Alderperson Gearing-Lancaster to dispense with the
reading of the minutes of the June 3, 2025 Common Council meeting and approve as presented. Motion carried.

There were no citizens in attendance.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Busse to place on file the minutes
of the May 29, 2025 Hiring Committee meeting. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Dougherty to place on file the minutes of the
June 5, 2025 Hiring Committee meeting. Motion carried.

The Department Head monthly reports were reviewed. Department heads present were Jody Stoker, Travis
Brown, Darryl Nelson, Jarod Mayer, Cara Hart, and Brad Chown.
1. The Fire Chief thanked the members of the Hiring Committee for working diligently through the process
and he is looking forward to working with the new chief.
2. The Street Superintendent advised the water line is in on Pine Street, geogrid material went in today,
street should be passable tomorrow, will start working on curb and gutter next week, will be doing
about 40 feet more of the street than originally planned. Water Department needs to dig one more
service line.

It was moved by Alderperson Ammann, seconded by Alderperson Dougherty to approve the application for a
Temporary Alcohol Beverage (Picnic) License for Black River Youth Hockey for a Gun Banquet fundraiser June
28, 2025 at 388 Melrose Street (Milt Lunda Memorial Arena). Motion carried.

It was moved by Alderperson Ammann, seconded by Alderperson Peloquin to approve the application for a
Temporary Alcohol Beverage (Picnic) License for the Rotary Club of Black River Falls for Festival in the Park
July 12, 2025 at 1400 Tyler Street (Lunda Community Park). Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Dougherty to approve vouchers for May 2025
Check #75546 - #75660 totaling $422,770.56. Motion carried.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson M. Rave to approve the City
Treasurer’s Report for May 2025. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson M. Rave to approve the Revenue & Expense
Report for May 2025. Motion carried.

There was discussion on a potential sex offender residency restriction ordinance which included: responses
from the city attorney indicating the ordinance can add certain types of businesses without specifically naming
the business but could be cumbersome as city would need to keep an official map of those types of businesses
and the burden would be on the city to keep updating the map and would be very cautious on regulation based
on private business locations; All school bus stops in the city limits would need to be posted/signed and would
need constant update of the map but the ordinance does not need to include school bus stops; maps illustrating
restrictions of 500 feet with and without school bus stops were reviewed and discussed; this ordinance will not
be retroactive; offenders currently residing in the city cannot be forced to move; this is for future placements of
sex offenders; and the cost of processing requests for exemptions or potential lawsuits contesting the
ordinance.

It was moved by Alderperson Wussow, seconded by Alderperson Peloquin to move ahead with the drafting of a
sex offender residency ordinance with 750 square foot radius and including school bus stops. Motion carried.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Peloquin to convene in to closed
session for the purpose of deliberating an offer to purchase public land in Lallapalooza Estates which is
authorized under Section 19.85(1)(e) of the Wisconsin Statutes and considering employment of a Fire Chief for
the Black River Falls Fire Department over which the governmental body has jurisdiction as authorized under
Section 19.85(1)(c) of the Wisconsin Statutes. Motion carried at 7:08 pm.

It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to reconvene in to open
session to take or announce action, if any and if appropriate. Motion carried at 7:34pm.

It was moved by Alderperson Dougherty, seconded by Alderperson Gearing-Lancaster to approve the City of
Black River Falls Hiring Committee's recommendation for appointment of a Fire Chief for the Black River Falls
Fire Department. Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Dougherty to accept the Offer to Purchase
Vacant land in Lallapalooza Estates from S.C. Swiderski as discussed in closed session. Motion carried.

It was moved by Alderperson Peloquin, seconded by Alderperson Ammann to adjourn. Motion carried at
7:37pm.
