Minutes
The Common Council met in special session at City Hall in the City of Black River Falls on July 16, 2025 at 6:00
P.M. Alderpersons Ammann, Peloquin, M. Rave, Dougherty, Gearing-Lancaster, and Wussow were present.
Alderperson Busse attended remotely via Zoom meetings. Mayor Eddy was excused. Alderperson E. Rave was
absent. Council President Busse presided.

There were 18 citizens in attendance as Mark Nordahl took the oath of office to become the new Fire Chief for
the Black River Falls Fire Department.

It was moved by Alderperson Peloquin, seconded by Alderperson Dougherty to dispense with the reading of the
minutes of the July 1, 2025 Common Council meeting and approve as presented. Motion carried.

There were no citizens in attendance.

It was moved by Alderperson Dougherty, seconded by Alderperson Gearing-Lancaster to place on file the
minutes of the July 2, 2025 Plan Commission meeting. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Gearing-Lancaster to place on file the minutes
of the July 7, 2025 Ad Hoc Branding Committee meeting. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Peloquin to place on file the minutes of the
July 8, 2025 Joint Review Board meeting. Motion carried.

There was discussion on concerns submitted by downtown business owner Tyson Clarke regarding motorized
scooters on downtown sidewalks. The City Administrator will research what other municipalities have in place
and work with the City Attorney to draft an ordinance for consideration.

The Department Head monthly reports were reviewed. Department heads present were Mark Nordahl, Travis
Brown, Darryl Nelson, Jarod Mayer, and Brad Chown. Cara Hart was excused.
1. The Parks & Recreation Director advised Festival in the Park was well attended and people were very
impressed with the band and the fireworks.
2. The Police Chief advised they have two candidates for the last remaining full-time Patrol Officer position
and hope to have someone on board in the coming weeks.

It was noted that Monroe County was listed in error in multiple locations on the proposed CSM submitted by
Jason R. Osborne, and this will need to be corrected.
It was moved by Alderperson M. Rave, seconded by Alderperson Ammann to approve the Certified Survey Map
(CSM) submitted by Jason R. Osborne on behalf of Robin & Leah Warden for land located on Melrose Street
and South Eleventh Street with corrections. Motion carried.

It was moved by Alderperson Dougherty, seconded by Alderperson Gearing-Lancaster to approve a
variance/exception to Section 17.29 of the Code of Ordinances of the City of Black River Falls to allow
Wisconsin Housing Preservation Corp (WHPC) to construct a sign in an R-3 Multi-Family Residential District at
200 North Fourteenth Street. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Dougherty to approve vouchers for June 2025
Check #75661 - #75781 totaling $406,144.79. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson M. Rave to approve the City Treasurer’s
Report for June 2025. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Peloquin to approve the Revenue & Expense
Report for June 2025. Motion carried.

It was moved by Alderperson Peloquin, seconded by Alderperson Dougherty to adjourn. Motion carried at
6:47pm.
