Minutes
The Common Council met in special session at City Hall in the City of Black River Falls on September 17, 2025
at 6:00 P.M. Alderpersons Ammann, Peloquin, and Gearing-Lancaster were present. Alderpersons M. Rave,
Dougherty, Busse, and Wussow attended remotely via Zoom meetings. Alderperson E. Rave was excused.
Mayor Jay Eddy presided.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Peloquin to dispense with the
reading of the minutes of the September 2, 2025 Common Council meeting and approve as presented. Motion
carried.

CITIZENS IN ATTENDANCE
There were two citizens in attendance – 1 in person and 1 via Zoom meetings.

The preliminary 2026 City Operating Budget and Capital Improvement Budget were presented to Council.

The Department Head monthly reports were reviewed. Department heads present were Mark Nordahl, Travis
Brown, Darryl Nelson, Jarod Meyer, and Cara Hart. Brad Chown was excused.

It was moved Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve repairing,
repainting, and applying new graphics to the 2015 garbage truck at a cost not to exceed $10,840. Motion carried
(6-0-1) with Alderperson Wussow abstaining.

It was moved by Alderperson Wussow, seconded by Alderperson Dougherty to approve the Marks Field
Concession Stand Project guaranteed maximum price increase from $1,437,348.00 to $1,465,858.00 and the
City’s share increase from $66,000.00 to $80,209.00. Motion carried. .

It was moved by Alderperson Busse, seconded by Gearing-Lancaster to approve the request from James C.
Ritland to lower the monthly payment on his outstanding loan from $166.66 per month to $50.00 per month until
it is paid in full. Motion carried.

It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve the application
for a Temporary Alcohol Beverage (Picnic) License from the Rotary Club of Black River Falls for their annual
BBQ Cook-Off event October 11, 2025 at 1400 Tyler Street (Lunda Community Park Upper Shelter). Motion
carried.

It was moved by Alderperson Dougherty, seconded by Alderperson M. Rave to approve vouchers for August
2025 Check #75941 - #76060 totaling $466,447.44. Motion carried.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Wussow to approve the City
Treasurer’s Report for August 2025. Motion carried.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Ammann to approve the Revenue &
Expense Report for August 2025. Motion carried.

It was moved by Alderperson Peloquin, seconded by Alderperson Ammann to adjourn. Motion carried at
6:36pm.
