Mary presented the correspondence report. Copy attached. Miriam presented the Treasurer's report. Balance is 26,667.58. Mary motioned to approve, Cameron 2nd, Carried. Slate of officers announced. Pres/Sec: Paula Kelly also stand in secretary. Treasurer: Miriam Correspondence Sec: Mary no VP at this time. 501C3 was discussed. We have our state number but have yet to hear back on our federal application. Miriam will look into this further. Discussion ensued concerning expansion of the library. Christina informed the board that the city needed the board to confirm our decision to move ahead with remodel plans for the library to obtain more space. The library would like to have a private meeting space, more room to host legacy and public events and have a designated tech area. Christina stated that we would need to submit a request for these improvements for the 2025 levy no later than July (Aug) 2024. Miriam made the motion that as a board we all agree to move forward with plans to remodel/add on to the current library. Cameron 2nd. All in favor. Motion carried. The board made an official request of the city to replace our front door. The building is shifting slightly, and the door lets in cold air in winter...frost build up, and Kelly mentioned that it could possibly be a security hazard as well since it is hard to lock the door and it would be possible that someone could jiggle the door and open it making unofficial access to the library possible. City Report: Communications with city were discussed. Kelly mentioned that it would be beneficial for us if Laurie, as our city rep, would inform us what is happening with Kitchi. Christina asked us to keep city in the loop by emailing a copy of our minutes. It was also mentioned that Kitchi still needs to pay the city for rental of the golf clubhouse for a legacy event that was held there. Kelly said she would contact Kitchi and remind them. Managers' Report: No funds requested at this time. Page 2 of 13 Legacy events: Paint class was well attended. The next event, the Skally Line Band, will be held at the Sr. Center on May 14th at 4:00 p.m. WRP: 37 people completed. Kelly had ordered 40 cups. Trunk or Treat update: trophies were awarded. Barbie 1st, Frozen 2nd Pie sale update: $740 made from pie sales (and a few books and old cups and polar vortex shirts) The girl scout troop made pies for us. And Tri Sigma ladies donated funds or pies as always. We did not participate in the glow in the snow event. We had an open house like we used to instead. Treats, Hot chocolate and Coffee. SRP 2024: kick off? Theme is Read, Renew, Repeat. Kelly said Jan Lipps donation of $400 would cover a lot of the cost. We will just be using paper logs this year as the online log was too expensive and we only had 2 users last year and they did not even complete the program. Woodcarvers 2024: Still hoping to have our book sale at Moon Drug building. (cleaning days discussed... Kelly said group calendar would be nice... will probably have a cleaning day in May) We would also like to do our benefit baskets at that time since there are so many more people attending that event. Kelly suggested possibly setting up a small booth and selling baskets at the wayside but our lack of volunteers may hinder that. Also, the baskets might be a draw for ones to come to the book sale at Moon Drug. Bash 2024: Decision was made to not have involvement with the bash this year. Kelly asked if we could participate in the parade instead. Maybe someone could spearhead creating a float for the parade. ? Or perhaps the library could be part of the scavenger hunt?... although we close at noon ... The City of Blackduck is a rural community comprised of diverse interests with common goals. These goals are open communication, a safe, clean environment, and a growing economy. Recognizing that our youth are the future, we provide them with educational, economic, and social opportunities. Provide a summary of the project which includes underserved populations represented, project activities, and geographic location. The Historic Black Duck Statue located downtown Blackduck dates back to 1942 and has been an icon for the City. The City has contracted with Jensen Conservation Services, Inc. to excavate limited material from the sculpture that has failed from weather and stabalize those voids with clean inert material; then re-paint the entire sculpture with outdoor paint and top coat with a gelcoat finish system. The project will benefit the community on a historic level. Made originally of cement by Olaf Thompson, the Black Duck sat in the town square for years until relocated and updated with a fiberglass exterior in the 1980's. Community members believe this to predate the existence of the famous Paul & Babe statues in neighboring community. The Original Black Duck has its picture taken by residents and visitors every year. The City Council has partnered with the Blackduck Art and History Center to raise funding to complete the restoration. Private and public donations have been committed to the project's success. By voting “yes” on this question you are voting to increase the sales tax in Blackduck to assist paying for upgrades to the campground’s 30 RV sites with electricity, water and sewer hookups. If one, two, three, four, or all five questions are approved by the voters, the City is only authorized to impose a one-half of one percent (0.5%) sales and use tax increase for a maximum of 20 years or until enough sales tax revenue has been raised to pay for the costs of the voter-approved projects. By voting “yes” on this question you are voting to increase the sales tax in Blackduck to assist paying to winterize the Wayside Rest public restroom building; expand the building to offer year-round tourism information; rehabilitate the restrooms to comply with ADA standards; and enhance playground equipment. If one, two, three, four, or all five questions are approved by the voters, the City is only authorized to impose a one-half of one percent (0.5%) sales and use tax increase for a maximum of 20 years or until enough sales tax revenue has been raised to pay for the costs of the voter-approved projects. City of Blackduck Question 4 Shall the City of Blackduck impose a sales and use tax of one-half of one percent (0.5%) for up to 20 years for $150,000 for irrigation improvements to the Blackduck Golf Course? By voting “yes” on this question you are voting to increase the sales tax in Blackduck to assist paying to extend the current irrigation system to the fairways and tee boxes by running a mainline watermain throughout the course with branched lines for sprinkler heads and installing a pumphouse to handle the increased flow demands. WARRANTY PUNCHLIST PROJECT NAME: Combined Maintenance and Police Facility WiDSETH #: 2020-11912 Review Date: March 8, 2024 Present: Mike Schwanke, Angela Bokovoy, Clay Witkofsky, Brent Dammann, Caleb Stradlie Completed Location Description Initial Date The windows continue to have issues with leaking. Occurs at all of the windows. The leaking seems to be occuring at the center area of the sill. A hose test should be conducted first to determine the cause of the leak and then corrected. The boilers are not operating according to Mike. The sub-contractor had been back to work on them. The issue was resolved, but seems to have resurfaced recently. At the south overhead door within the washbay, the gap below the door and the floor was not able to be closed off. Clay indicated they would pour a Tammspatch along the length of the overhead door and then would cut in a control joint back to the floor drain to eliminate any minor ponding. The pressure valve within the washbay continues to leak. They needs to be looked at again. In addition, the relief opening should be piped to direct the water away from the wall so it goes to a floor drain. The bubbling of the FRP within the washbay continues to be an issue. Some areas don't look as bad as last year. Suspicion is that it may be caused by different coefficients of expansion in the FRP and substrate. Additional study of corrective measures is needed The exterior lights on the east side of the building continue to be an issue. They currently were not working. 11-Mo. The new branch will open at the start of the 2024 school year. “This is an exciting time for us,” said Andrea Kent, Boys & Girls Club of the Bemidji Area executive director. “A lot of people have been working over the past four years to bring together the leadership and funding to make this dream possible. We are grateful to the school leadership, United Way and the whole Blackduck community for welcoming us and partnering with us to serve Blackduck youth.” The Blackduck Branch will serve up to 100 youth in grades K-8, operating all day Mondays when Blackduck school is not in session and after school Tuesday through Friday. Plans for a summer program will be announced in the spring of 2025. “We are thrilled to see the expansion of the Boys & Girls Clubs into Blackduck,” said Denae Alamano, United Way of Bemidji Area executive director. “This is a crucial step in addressing some of the most critical needs in the Blackduck community. United Way is proud to support this endeavor and thankful for the generous support of Blackduck residents to support their youth.” The new branch is made possible by a grant from the Minnesota Department of Education, which will fund approximately 60 percent of the operations for the first two years. Additional programming support will be secured through individual and business donations, special events, membership fees , ongoing support from the United Way and grants. Discussions about expanding Club services to Blackduck began in 2020 when United Way expanded its Backpack Buddies program to Blackduck to address childhood and teen food insecurity and established a mobile food pantry. At that time, community members also expressed the need for high-quality, consistent after-school programming. And United Way approached the Boys & Girls Club to explore possibilities. Through the Minnesota Alliance of Boys & Girls Clubs, which represents Clubs across the state, discussions began about how to better meet the needs of youth, especially in rural Minnesota. The Alliance began advocating to the state legislature for funds to help expand and establish new youth programs in new neighborhoods and new communities. The first funds were secured in the summer of 2023. After extensive local organizing between the Blackduck School District and community members, Blackduck was awarded a grant to fund a Club expansion in 2024. Page 9 of 13 “Blackduck School is looking forward to sharing our space with the Boys and Girls Club to provide our community with an excellent opportunity for our youth,” said Peter Bahr, Blackduck Dean of Students. “I look forward to seeing the possibilities they will offer and provide to our students.” Club programming features three priority areas: academic, health, and leadership with wrap-around programs focusing on social & emotional skills, art, STEM, prevention, mentoring and more. The Club anticipates serving up to 100 students, in a 1 staff to 15 youth ratio, in grades K-8. ENROLLMENT Student who wish to enroll must complete a membership application (one per student). Application materials will be released in May 2024 and be available in the Blackduck school elementary and high school offices and also at www.bgcbemidji.org. Students must be registered to attend, complete all membership paperwork and attend a mandatory, in-person orientation with their parent and/or guardian. No drop-in attendance will be available. In the event the Club reaches membership capacity, the Club will begin a waiting list. Financial aid will be available, on a limited basis, for those qualifying families.
